Thanks for the email. DHA phase 8 Park view file are available at 25 lacs and transfer cost is Rs 2.85 lacs and its paid to DHA and Govt. LRE charge 1% commission for deal and transfer services.
Phase and plot locations is not known yet us. There will be ballot in future to allot all plot numbers to park view files. There are still 10 to 11 lacs development charges that will have to be paid in installments in 3 years and start after ballot.
You don't have to be in Pakistan to buy this file. One of your friend or relative can transfer this file on your behalf. We will need you NIC copy you foreign visa or passport copy and two pictures. DHA is run under serving Brigadier and all transfers are done in DHA Lahore office.
In forty lacs budget we suggest you to buy a good plot in R or P block of DHA 7
