ILLEGAL HOUSING SOCIETIES

I will request CMY sahab and other well informed members of this forum to share with us if they have any list of the illegal housing societies. If a society is not approved by LDA but approved by TMA will it be illegal? And how TMA can approve a society if it does not fall in its jurisdiction.
And will the current govt bulldoze all the illegal housing societies ( all though I personally think that it is not possible but the current punjab govt and our beloved chotay mian sahab are not in right state of mind)
Your input in this regard will be extremly appreciated.

Renting out Safari Villas, Bahria Town Lahore

Following email and my reply is related to renting out Safari Villas, Bahria Town Lahore.

Hope you are in best, i always reading your advices throw internet every time, I appreciate in your honest guidance to the people.
I purchased 8M serina villa in safari villas in Nov 2008, i did not found it in same specifications of house and society in 41 lac according my full budget . Alhamdulliah,
Actually i am living in ..... and i am looking to give my villa for rent from the first of Feb. 2010. Please let me know what rent i expected and if you can help to find me a good and small family and they do keep new as i purchased.
Next thing i saw some of terminate in ground flour entry door and wondering by it was terminated?

Salaam and may thanks for remembering me.
Its nice to know that you are a member of Safari Villas Lahore.
Safari Villas Lahore is a under priced project. Nowadays it is hard to construct a home of same specification in Bahria Town less than Safari Villa price.
There is no problem to rent out a villa in Safari Villa project. The monthly rent is going on 18,000 to 19,000 per month (depending upon the location of villa). Three month's security plus three months advance rent is given to the owner on finalization of contract. You pay half month's rent to the dealer for finding a reasonable family for your renter. Generally civilized people come to reside in Bahria Town who do not destroy the house but when it is used it is certainly disturbed a bit. One can keep these points in the contract that the rentee will give the home in same situation on which he is getting it. Reasonable wear and tear is always expected.
When you will be renting out your villa you need to provide following things properly installed or fixed:
1. Lights in each holder (Which Bahria Town provides on possession)
2. Fans where required (8 in total general) = Estimated price = Rs.15,000/=
3. Geyser = Estimated price and installation and pipes etc = Rs.16,000/=
4. White wash if it is not properly managed = Estimated price = Rs.10,000/=
5. Water points on back boundary of villa as well as on laundry area on first floor = Estimated price = Rs.2,000/=
6. Curtain railings = Estimated price = Rs.8,000/=
7. Net door on main door and kitchen door if not installed by Bahria = Estimated price = Rs.12,000/=
8. Net on all windows (if it is not installed by Bahria) Estimated price = Rs.18,000/=

Number 7 and 8 are optional but good to do so before renting a villa for the betterment of home and renter.

If these all items are installed properly then a renter will have nothing to do to Villa. He can only disturb white wash or colour which is understandable.

A family should be small and reasonable to deal with. You need to start searching a renter from second week of January.

Termite treatment has been done in Safari Villas but if a new home (which is of course wet) remains closed then these problem may occur any time.

Ali Block Bahria Town Lahore is better located than Safari Villas and all the houses are newly constructed and have better layout plans but it is not easy to rent (as well as to sale) out a house in Sector B. Generally the houses are made for personal residence or for sale so in both cases there may be only few houses available for rent in Sector B. There is also a problem of nonavailability of gas connection in Ali block which is main hurdle to rent out a house. Besides the quality of security and services in Sector B is not as per standard of Safari Villas. Safari Villas is an icon and Bahria Town keeps on improving its icon in Lahore.
The rent should be around Rs.17,000/= in Ali Block.

Dear Mr. Kaisrani do you recall any incident ever occured because of security being lax in Sector - B.I personally feel that its not fair on part of Bahria to discriminate between Safari and rest of the Sector B residents, specially when it comes to security. Now for instance if i dont want to reside in Safari villas (as there have been frequent complaints about the drainage problems, and poor construction standars) but want to construct a house of my own choice in Sector B,do i have to compromise on security !!!

I can not recall any serious incident ever occurred related to security problem in Sector B BUT I can recall a very minor problem once occurred in Safari Villas with my family in year 2006.
I put packets of fruits and vegetables on my villa's gate and went to see my family in the park as the home was locked and I did not have keys with me. I could not find them in the park so I decided to go for a walk. When came back my family was there in the home and I supposed that the packets were picked by them. About after an hour it was revealed that my family did not find any thing on the gate. I called the security in charge who responded with in few minutes along with his staff who were very much concerned. They took the responsibility without blaming me why I had put the packets outside the gate. I was asked for very minor detail of things and every point was noted down. My life partner get bored with the situation and said to Major Sahib for forgetting every thing as these were eatable things so no problem if some one needy has taken for eating. Major Sahib explained that he/she is his enemy who has taken our things and he will never let his enemy go freely. So a special plan was made to check each and every one on gate. A security person was assigned to keep eyes on garbage drums to find from where the waste of these items come out. etc etc.
After about an hour I was informed that missing items are located and these were delivered to us. This was year 2006 when only few families were living in Safari Villas. Of course the situation may not be as good now.
In Safari Villas security staff takes the responsibility of taking care of a villa in absence of an owner if it is notified to them. I am informed two of Lahore Real Estate visitors that their things were missing and Bahria Management provided new items against the missing ones.

I hear stories that water pipes, wires and kids bicycles have been stolen in Sector B. When asked this to the security staff then they give only suggestions to keep things under lock and key or to have your own watchman etc to take care. It is understandable because Sector B is crowded by too much labour class and too much transportation of trucks, tractors etc is under process day and night and it is NOT a gated wall community yet so security situation is not as good as it should be BUT it is NOT bad either.
Though I have not seen any problem of drainage in Safari and poor constructions has also been managed for (at least) my home even then I have started construction of my home in Ali Block. Though security level is not as per of Safari Villas but there is no need to compromise on security over there. Problem may happen in Safari Villas as well as in Sector B but for any serious complaint security staff will respond. Bahria Town management claims that their special force can respond within five minutes in any corner of Bahria Town Lahore. It also include under development Sector C.
I am sorry for this lengthy detail. Hope the matter is clear now.

Gas connection in Bahria Town is not a problem at all as gas line has been made available by Bahria Town. It is really a great job by Bahria Town Lahore management. The problem is with the Sui Gas office.
We discussed the issue with Malik Riaz Sahib during our last meeting assured us that it will be sorted out within year 2009 as he has brought the matter in the notice of Sui Gas MD. But the problem is still there. I understand it has not been followed by the related Bahria Town office managers.
As per my information one can get gas connection within a month but after paying the COST of time saving.
The good point is that you can apply a gas connection on your plot before starting the construction. In this situation you will be having sufficient time to wait.

Overseas Enclave A Bahria Town Lahore is developed and ready for construction of houses. Five houses are under construction and one family is residing in a newly constructed house of 10 Marla. I do not see any thing special in development or area which can differentiate Overseas Enclave A from the remaining Sector C other than location. In this price it is certainly a good investment as constructor are flooding to Bahria Town (though too much activity is still in Sector B only but reasonable construction is under process in Sector C as well).

It is nice to see you actively participating in discussions at LRE. I want to ask some questions which I think will benefit many visitors of this site.

Q.1 There many people who can not construct their house in one go because of financial constraints. so people adopt different techniques for example some construct single story house with very basic finishing i.e. no fancy floors no fancy bathroom no woodwork , and then as the money comes they complete in bits and pieces. another approach some people adopt is that they complete the two stories and then complete the finishing in coming YEARS. WHAT DO YOU SUGGEST FOR THE PEOPLE WITH EXTREME FINANCIAL CONSTRAINTS? How they should proceed? And What is your estimate of cost for a 10 marla house with extremely basic finish ( single story or double story with one floor finishing)?

Q 2. There is general perception that It is extremely costly to get the house constructed from professional Builder than constructing oneself. Can you put some comparison between the two?


Q 3 What is your point of view about bank financing?

Thanks for your posting, here i will try to answer your queries

Q1.Construction with tight budjet is bit tricky.Different approaches may be used to tackle this like

a)Construct less covered area then usual one to keep cost of construction down.Just to leave more open spaces for lawn,patio,pessage etc.This approach has been adopted by Eden housing in Lahore.
b)Construct one unit house instead of two units so need of kitchen & TV lounge at upstairs eliminated. Moreover single bed and bath at groung floor would be enough.
c)Prepare most economical layout design so sanitry,electrical and civil work will be minimised.Kitchen & baths should be closed to avoid costly sanitry layouts.
d)Common bath may be used to serve two bed rooms at upstairs.
e)Roof height may be down to 9' instead of 10' to save cost( as Eden did ).
f)Windows,Main gate, wood work are expensive items their sizes can be reconsidered.
g)To construct single story is good idea but in future when you double it you have to re spend on roof insulation, parapet wall.Moreover paint work at ground floor will be destroyed and ground floor roof will remain damped for atleast next six months beside have physical and mental disturbance due to labour mobility during first floor construction process.
h)Grey structure completion is normally around @700 per sft.Rest of all is your choice that how much you want to spend during finishing process.In this way you can calculate yourself the cost of complete house.Without wood work and paint we can windup it up roughly around 900 per sft for a ground level plot.

Q2.Yes it would be costly to construct house through builder then your own because it is his whole time business & he put his time,efforts and skills (which has monetary value)to construct your house. Do you not think that he deserves part of your few months income which you must have forgone if you involved in construction process yourself by keeping your routine activities at sideline. However a professional builder manage the purchasing of building material at much lower cost then you did due to your inexperience which partly offset benefit of self construction. However if you have time and energies the best way is to construct yourself.

Q3.I donot know much about bank financing.However in my opinion it is visious circle in which people trapped.Remember banks take large portion of interest in early instalments so even if you decide to close financing you suffer loss. Some people construct double unit and from upper portion of rental income they pay bank instalments for longer period of time. Best way is to get finance from your brother,sisters or close friends who trust you.

Dear Kashif Chohan, what i have understood from your suggestions is that you got to architecturally manipulate the layout and at certain places compromise the basic standards in order to accomplish your construction through a tight budget.What about someone who wants to go ahead with his planned layout of the complete lets say two storey house, wants to follow standard construction procedures and does'nt have enough fund to complete it in one go?For example i have a plan for a 10 marla d'storey with one bed at ground alongwith DD, TV lounge and kitchen and 3 beds at the upper storey.Do you have any tips for partly completion of such a house with tight budget.Thanks

If you donot want to compromise on layouts then you have an option to compromise on finishing standards or left some portion of house incomplete.

Another option to save cost is to compromise on quality of building material ie use substandard building material. I will never recommend you to go for this option.Houses are built once in a life so just to save few thousands never put a question mark on basic structure of house.Technically and morally this is corruption.

It very much depends upon covered area of an 8 Marla house. You can construct a simple/normal house with in Rs.25 Lac.
You should have Rs.15 Lac for ground floor. Until now I do not have any practile experience of construction but have done lot of research in this regard as I am going through a process of construction of my 8 Marla house in Bahria Town.

Dear Altaf I graduated from Allama Iqbal Medical College a few years ago. First I will request you to meet few doctors and ask them about prospects of this field in future and what should you expect and what not to expect. Regarding the private medical colleges I will suggest Services institute of medical sciences If cant get admission in that then I personally think LMDC is a better medical college because it has good faculty and reasonably good hospital that is Ghurki Trust hospital.
Cant say anything about CMH college because I never visited it but it has a good hospital attached to it.Please avoid these medical colleges sharif medical college, continental medical college.

As FAM overseas is also concerned over the same matter, I feel encouraged to share my part of info, I obtained so far:

Since my kid scored less than 900 marks, Punjab Medical colleges are out of question, no way there!
Shifa International Islamabad, my child lost already!!
In Abbotabad colleges, only Frontier College is the hope now, others also difficult to get admission. Fatima memorial: My brother visited and saw the students (would be doctors), playing cards in lawn and openly smoking…. Out of question this one also!!!
CMH, so far, an excellent school but, stupidly, Islamia Medical College (Ripha University) and CMH put their entry tests at the same day (). CMH is so good that, apart from the safety and security, even the vehicle fitted ATM machine comes inside the girl’s hostel, no mention of the hospital which is also nearby.
WAH medical college is good, has great surgeons and teachers but again tough competition for an average student there!
Someone can put some light on Faisal Abad medical colleges, if any?
Dr. Usman Sahib, for females, still there is a lot of respect in this profession. How is the BDS, Dr. Sahib? Could you please comment on that?

Altaf Sahab, I agree with you that there is still a lot of respect in this profession not only for females but also for males. But if doctors want to settle in lahore they must do post graduation training which is extremely hard and you may have to financially support your child till the age of 27-29. If someone wants to settle in small cities even then post graduation is required but one can survive without it. Lady doctors have an advantage that they can choose obs/gynae and can start earning early.
BDS is a very good field just compare the total number of mbbs doctors produced to bds doctors per year. I think there is still a lot of scope in this field.

choice of profession

My nephew has recently got admission in Lahore University, at Raiwind road in pharmacy.It will be a 5 year course after which he will be given "Docctor of pharmacy" degree.Is this profession demanding in our country or in the gulf and are there enough jobs for such graduates.Please advise.

Although I'm not an expert on this, but I think this is not a "in-demand" or a money making profession, at least in Pakistan. Even in Gulf, i don't think the salaries for this profession will be high. Ofcourse, destiny also plays a major role in money making.

Regarding pharmacy I personally think it is a good field and one can make handsome money provided that he obtains his degree from good institute and with good grades. i don't think university of lahore is a good institute for this purpose.

I am a Pharmacist with M-Phil degree in Pharmacy from Zakariy Univ. Multan, Pakistan.
Since the start of 5-year Pharm-D degree in Pakistan replacing 4-year B-Pharmacy I think this profession's demand is increasing and I see in future the demand of Pharmacists will be high, not in Pakistan but abroad.
I got excellent oppurtunities to work in this profession right from the beginning. I was selected by PPSC(Grade-17) in Health Dept., govt. job with Govt. of Dubai, presently working with Govt. of Abu-Dhabi in one of the leading hospitals.
Besides I have been able to earn good money as well sicne I got good job oppurtunities but it depends how much one get oppurtunity in Pakistan or abroad.
One drawback with this profession or with all medical fields is that if one goes to USA or Canada or UK or Gulf one has to pass the registration exams which is different in every country which is quite frustating sometime.
To work is Pharmacy profession is not a joke. It is a serious business since any serious mistake can take patient life as well. So one must take this profession seriously should be knowledgable about medicines not like in Pakistan where unqualified people can work in private pharmacies of hospitals.
I would suggest for your nephew to decide himself if he likes this profession.
My suggestion is if he is committed for this profession then he should try to get admission in some reputed institution for Pharm-D and after getting Pharm-D degree he should do MBA in Health Care Management and then belive me he can go any where and get excellent jobs in leading hospitals of the world. I again emphasize to get MBA in Health Care Management after Pharm-D.
USA and Australia are very good for Pharmacist.

Ali3, i am also of the same impression that in Pakistan, this profession in not much demanding specially when compared to engineers, doctors, MBA, even IT graduates.It has got a very limited scope same like bio-medical engineers.

We are people with limited resources and would definitely expect him to be an earning hand immediately after completing his degree through this profession.I feel that he would relly have to struggle to integrate himself in the Pakistan job market after completing the degree.
