Map is still waiting for approval from LDA.

Its now 98% likely State Life phase 2 will never be made and only State Life 2 will be taken over by DHA Lahore. When and at what ratio of conversion I am not able to tell you at this time.
Dont buy State life phase 2 thinking you will get kanal to kanal. It will be min 2 kanal to one kanal and may be more so its better If you buy DHA 9-10 instead taking chance in State life phase 2.

My personal analysis is that those who have files for their residential purpose, will eventually get plots and they must not get worried if the files prices go down or up. The problem is being faced by the people who just invested the money to skim profits in short term and hence losing because of downturn of prices.

I again repeat that the difference between residents and investors should be considered for checking the profit & loss. Otherwise Park View is now part of DHA. Certainly DHA has not enmity with Park View and now it is their own baby.

Dear STN its a worst location plot with market
value of 11 to 11.25 lacs. I would not suggest you to keep this location for long term hold. Sell this location add some money and buy a good location plot before prices rise too much to make a switch.

LAHORE: The Board of Revenue (BoR) Punjab has unearthed a scam involving billions of rupees in which state land was illegally transferred to a citizen who then eventually sold it to the Defence Housing Authority (DHA).

The BoR recommended to competent authority for referring the case to National Accountability Bureau (NAB) as some top politicians, an editor of a local newspaper and officials of revenue department were involved in this perhaps the biggest land scandal that caused a loss of billions of rupees to provincial exchequer.

During the probe into the scam, Liaqat Gulzar, a Patwari of Halqa village Karbath admitted before the competent authority that he did it at the behest of some politicians and senior revenue officials through illegal order of the then Lahore cantonment Consolidation Officer Burhan-ud-Din Qureshi.

However, the accused is not ready to admit his offence in black and white, fearing the wrath of beneficiaries of the scam in which land of Evacuee Trust was transferred to a citizen with forgery and fictitious entries in revenue record.

According to details, Liaqat had fraudulently managed to transfer 240-Kanal and 6-Marlas of evacuee property of Punjab government through fake mutation No 4751 in favour of Mst Aziza Hashmi after the illegal orders of Consolidation Officer Cantt, Lahore. This transfer of land was endorsed by Muhammad Naeem Monga, Naib Tehsildar Lahore Cantt in October 2005 while original mutation which was required to be deposited in the Tehsildar office was not consigned as per revenue rules.

Later, the said officials transferred this land to DHA which was converted into plots of 500 yards and then some 600 files were made and these files were issued by DHA.

During inquiry, it was disclosed that Mst Aziza Hashmi was the owner of 457-Kanals under Khewat No. 357/320 and provincial government owned land under Khewat No-421/374. It was revealed while tracing the case file, that CO Lahore Cantt passed a judicial order to exchange provincial property measuring 240-Kanals and 6-Marlas with 319-Kanals out of 457-Kanals of land owned by Aziza Hashmi.

The exchange of land was done fraudulently with the connivance of revenue and consolidation officer and staff as all the evacuee land stood acquired and brought in the compensation pool constituted under section-4 of the Displaced Persons Act, 1958 according to which CO had no authority to allow exchange of land and the act was unlawful and misuse of authority.

According to Consolidation Ordinance, the evacuee land could not be allocated in the Wanda of any right holder, therefore, the CO had no jurisdiction to give any evacuee land to any private person.

The inquiry officer further observed that the land owned by Aziza was irrigational and in the revenue record it was classified as 'Gharimumkin Nehr' it was strange how Aziza became the owner of the said land as the law does not permit such deed. The authority further pointed out that the said mutation so sanctioned was a fraudulent transaction. That was why the original mutation was not consigned in the Tehsil office.

During inquiry, many overwriting and cuttings record particularly in relation with mutation were found after erasing the pervious entry which was done with malafide intention by the staff.

The order of CO dated April 29, 2005 also appears to be wrongly dated and bogus one which is a gross violation of law.

It was found during inquiry, that Shah Aseem Hashmi legal heir of Aziza did an agreement of sale of 56-kanal of land in favour of an editor of a local newspaper and also gave a power of attorney to purchaser. It was found that this fraud was committed by the said editor with the connivance of revenue staff.

The inquiry officer observed that the order of CO dated 29th April, 2005 and subsequent mutation of exchange were fake and fictitious and back-dated.

The void orders are illegal; neither do they confer any right on any body nor denote any change in the legal position of any existing possession as this land belonged to the Punjab, hence fake mutations does not alter its original position.

In the light of these facts, the District Collector is directed to review the mutation No-4752 and subsequently ensuing mutations and to restore the original position in the record as an evacuee property in the name of the provincial government and its compliance be reported within the fortnight along with change in revenue record.

The inquiry officer objected that gross misuse of authority was made by the concerned officials with the connivance of beneficiaries to cause colossal loss to public kitty. The government should refer the case to NAB to probe and proceed against the delinquent officials and persons. The inquiry officer further recommended that the said land should be auctioned out immediately to save it from land grabbers, hovering in the city under the blessing of mighty ruling party politicians.

Land scam: CDGL cancels fake mutation

Lahore: City District Government Lahore has cancelled the mutation No.4751 in which evacuee property of Punjab government measuring 240-kanal and 6-Marla was fraudulently transferred in favour of Mst Aziza Hashmi by the revenue officials, an official informed The Post Thursday.

Meanwhile, Anti-Corruption Establishment Punjab in a suo motu action requested the competent authority for initiation of a regular inquiry to book the officials who fraudulently transferred state land worth billions of rupees to a private person with fake and fictitious mutation.

Liaqat Gulzar, Patwari of Halqa village Karbath fraudulently managed to transfer 240-kanal and 6-marla of evacuee property of Punjab government through fake mutation No 4751 in favour of Mst Aziza Hashmi on illegal orders of Burhan-ud-Din Qureshi, the Consolidation Officer, Lahore Cantt. This transfer of land was endorsed by Muhammad Naeem Monga, Naib Tehsildar Cantt in October, 2005 and original mutation which was required to be deposited in the Tehsil office was not consigned as per revenue rules.

During the audit of revenue record of Tehsil Cantt, Lahore it was found that revenue officials on the demand of some top politicians managed to transfer state land worth billions of rupees illegally to a private person. On this objection, the senior member Broad of Revenue (BoR) referred the case to chief settlement commissioner to probe the matter. During investigation, it was found that state land measuring 240-kanal and 6-Marlas were exchanged with 319-kanal of land owned by Aziza Hashmi on the order of CO Lahore Cantt illegally.

The inquiry officer recommend to the competent authority to refer the case to National Accountability Bureau (NAB) as some influential politicians were involved in scam causing billions of rupees loss to public exchequer.

The inquiry officer further recommended the cancellation of mutation declared in favour of Aziza Hashmi and to register new mutation in favour of evacuee property, Government of the Punjab, the real owner of land.

The senior member BoR directed the District Officer (DO) revenue Lahore for the cancellation of fake and forged mutation fraudulently did in favour of Mst Aziza Hashmi and to restore the original position as maintained in the record.

The sources said the DO revenue cancelled the fake mutation and restore the status of land in favour of evacuee property with new mutation.

It may be mentioned here that The Post unearthed the land scam a few days back.

Balloting of any housing scheme requires Geological survey and a lot of NOC's from different departments. Management of any society needs to submit proposals like plots' sizes, roads' sizes, commercial area, hospital, sewerage, electrification, drainage, mosques, community centers, schools, parks, graveyard (all amenities) to get NOC's from different departments (all proposals all drawn on proposed maps).

After getting all those NOC's, the management submit the case (allongwith all proposed maps) to final authority to get permission for balloting. No of any management of any society can provide any kind of maps to general public without fulfilling all above mentioned requirements, and final permission.

Once the final permission letter is received the balloting can be done.

So its obvious that all the maps are ready. And management is very much hopeful that they will get the final permission by the end of june-07.

Now lets have a close look of the claimed price before balloting.

Appreciation in price in any housing scheme is based upon following logics:

1. Location
2. Infrastructure
3. Availability of basic necessities (amenities)
4. Credibility of the management of the society

Location of State Life Phase II and EXT is better than (only) DHA Phase IX and X. Location of State Life is now more better after start of construction of the Lahore Ring Road. (Lahore Ring Road is in-front of State Life phase I and State Life will have direct excess from Lahore Ring Road)

Balloting of DHA Phase IX-X is not expected in next ten years. Plus DHA is expected to charge another one million as development charges against one kanal plot. So appreciation in State Life Phase II and Ext. is expected.

Just one point, the price in surrounding societies is not not a true indicator of
Value of any society,
May be surrounding societies are overpriced at moment[this seems to be case in DHA right now]
May be the society which you want to compare has too bad infrastucture,
If You Take examples of areas I know,
1. wyeth is 7 Lac per Kanal it is 3 KM nearer to city as compared to Lake view which claims to be 45 lac.
2.Valncia is 32 to 35 and Audit and account embaded in it is 14 lac
3. Pak arab is 20 to 21 Lac 10 merla and Gulashan Ahbab which is 100 feet away is 8,9 Lac and there are more houses in later.

The only point is you can get a plot in 30 ,35 Lac in state life 1 now, Just keep this money in hand and spend 2 days

see Iqbal avenue 1,2 [you may have to add only 2,3 Lac]
Then come back to state life 1 and decide.

investment plan there seems only two locations :

1) DHA 5, 8, 6, 7

2) Valancia, NFC 1, IEP etc. especially after completion of Trade
Centre and connection of 200 ft. 'by pass road' with Ferozepur
Rd. via Pakarab Housing Society.

Two type of bookings

Civilions Quota plots

10 marla booking is 2.46 lacs each installment is 1.10 lacs every 3 months ( Selling at 2.5 to 3 lacs profit on paid amounts ).Only one installment is paid till now. 8 installments total


1 Kanal booking is 4.27 lacs, each installment is 2 lacs every 3 months ( Selling at 5.5 to 6 lacs profit on paid amounts ).Only one installment is paid till now. 8 installments total



Army Quota plots

10 marla full paid plot with development charge cost is 6 lacs plus you pay 5.50 to 6 lacs profit(On)

I am very sorry I am not very updated on this scheme.If you need more info I will try to research it more. Its very hard to find any actual buyer sellers here. Its played by just few investors. Even its hard to find authentic dealers for this scheme. If I have to investment my money I would not invest in a scheme where I have to FIND dealers to sell my plot. When dealers are in very few numbers they can manipulate the rates either way. You will have very hard time to find a fair price to buying and selling. Just my honest opinion. Buying selling is your own choice. Do more research on your own for this or all other schemes.

Engineers Town on possible take over of Engineers Town and name as DHA Engineers Town. In this regard DHA officials have met Engr. Qasiar Zaman of Engineers Town. Any friend has any information in this regard.

A client inquired about State Life merger in the DHA. Looking at the location of State Life, DHA controlled zoning and the alignment of Ring road and location of Phases 9 and 10 of DHA; it can be safely assume that State Life housing society will become part of DHA in the next 5 years time. 2. Prices of State Life are a bit better than what they were in the past. If some one wants to invest in State Life for longer period then it may be advisable. However if some one is looking for short term gains then this is not the advisable.

Dear Sir/Madam,

Only 08 installments (phase II), and 07 installments (Phase II ext.) required if the
balloting is held by June, 07.

No further charges (development) charges to be paid.

Rs.900,000/- are the development charges against plots in phase 07 DHA.

Phase 9-10 of DHA lahore will be developed after 15 years (approx). so no information is available about 9-10's development charges.
