1. There were detailed posts in past by CMY that tell difference between CMY. Unfortunately search feature is not able to find them. You can google this question and there are plenty of results online. In short words, Affidavit is a letter that is given to original land owner when he gives his land to DHA. Affidavit letter automatically becomes Allocation after the owner sells this affidavit to first buyer.

Transfer charges are lesser for affidavit as compared to allocation. That is why price of affidavit is higher than allocation. But there could be some unexpected delays or risks in case of affidavit which is a long story.

2. If you are new to property or DHA property then it is better to buy allocation which is risk free option. Always try to buy through reputable and honest dealers when dealing in files.

3. Yes charges apply in both cases. But charges are lesser for affidavit as compared to allocation.

4. Normally there is very little or no bargain margin in prices of files. Other than file price you ll have to pay transfer charges, taxes (if applicable), commission etc. LRE can better guide on this. Call them directly for quicker response.
