PROPERTY EVALUATION

Once again we are back to square one regarding property valuation by a private firm for NON-FILERS.

I was reading comments from overseas regarding being non-filers thus have to pay 0.6% WHT on bank transaction and extra CVT STAMP DUTY for non-filers and overseas will stop sending remittances, it will be very negative for property etc etc.

It looked from the comments as if property is going to be doomed if it is implemented.

Well i have NEWS for you!

KUCH BHI NAHI HONA

Property will be same as it was before. In a long RUN property have always given profits or it is considered safe specially in PAKISTAN.

Secondly, government wants everyone to be FILER even if they are not generating income. Government wants to know what exactly you are doing and how you are making money and purchasing properties, cars, travelling for vacations etc etc.

This system was implemented in TURKEY ( differentiation between filer and non filer ) and our government is following their policy. Which is not a bad one. We should be able to justify our income and expenditure.

All of us lash out at the government about taking loans and not doing enough to get more people into TAX BASE. On the other hand we blast the government if they try to bring more and more people into tax net. This is what i call double standards. We don't want to do our part but we want everyone else to be HAJI NAMAZI.

How is it possible if i have properties worth billions of RS and i am unable to tell the government how i got the money. All the government wants us to justify the purchases. It could be inheritance, remittance, income by business or could be anything. It is self declaration, whatever you tell the government , they will believe you. And randomly they can select your name in the audit list. Once the audit opens you have to provide documents about your declaration. ( If you show only remittances as your source of income , it is AUDIT FREE , means you will not be selected for the audit, but they can ask you for PRC as proof of remittances )

For overseas Pakistanis i explained in details about the procedure of remitting money into Pakistan and getting PRC or encashment certificate which could be used in your yearly income tax returns. Please look into POST # 83010 and i have answered questions in POST # 83048

Overseas Pakistanis should file their yearly returns to get maximum benefit out of their investments. And Please be very clear about one thing, the income you generate outside Pakistan is not taxable but income which you generate within Pakistan is subject to TAX. Overseas buy property in Pakistan as it is very very lucrative opportunity for them to make money. In PAST 15 years money spend on property have given returns of 2000% and some even more if you are smart and aggressive investor ( And listen to CMY for his recommendation :) Overseas don't buy property in Pakistan to HELP Pakistan, they do it for themselves. No one would invest in Pakistan property if it doesn't give good capital gains. This applies to me as well.

When we earn 100% on property in capital gains we should not be cowards by not paying our taxes.

Instead of complaining, you should be getting information about TAX returns, Hire a good consultant who will file the return on your behalf and will handle everything from tax notices to timely filing of your returns. Once you File your returns your name will automatically be updated in FBR Active Tax Payer List (ATL) which in turn will automatically be updated in all of your bank accounts and your online data in Pakistan.

Once in ATL list, you will not have to pay 0.6% WHT, your stamp duty will be half of what you pay now and property will be evaluated on DC rates which in turn will make for less payment of taxes. And any WHT on your property transaction is fully adjustable in your yearly tax returns.

Every where in the world you have to pay taxes and there are huge TAXES in US, UK, AUSTRALIA, or any where in the world, except GULF countries.

Pakistan is our HOME country and we all need to contribute. If you think NS government is corrupt please vote against him and vote for the one you think is better for Pakistan.

A very good and informative post. However there is trust deficit between awam and hukmaran. Because our prime minister has not been able to justify his income resources. Our finance minister has billions invested in Dubai. Our tax policy makers (Saif brothers) have tens of offshore companies to avoid tax. Maryam Nawaz fools system by declaring herself dependant of Nawaz. Nawaz fools by declaring himself living in mother house. Please do not take this as some political POST. It is pro pakistani POST and not a political one. I know what NS is doing and i know what i am doing as well. HUKMARAAN perfect nahi hain but we have to admit that we are not perfect either.

Arif sb. we also have all the options available to us to open off shore companies, buy properties in Dubai , no one will stop you in Pakistan.

All i want to say is just like we pay our taxes in other parts of the world we should pay it in Pakistan as well. And we should use all legal means to save our taxes.

Apparently bad HUKMURAAN or such excuses are lame excuses...indeed lack of moral courage and fear to share wealth is the only reason to evade taxes and finding escape routes. such practices are not justifiable at all in interest of Pakistan...at least think of Pakistan defense which need tax money apart from government corrupt practices.
Thanks Allah..atleast no one argue paying 2.5% Zakat..and IMHO government taxation is equally necessary for State.

Salman sahib, I don,t think overseas Pakistanis are unwilling to pay taxes. But they should not be automatically grouped together with Tax Chors. It is the Government that has exempted Non resident Pakistanis from filing tax returns. I think they should make a separate category for Overseas Pakistanis for all transactions and definitely we should prove our source and trail of money. And then whatever tax they want to impose on us, we are ready.

To pay tax is not issue, when we see the use of tax by our politicians, it pains and hurts too much.

Further for expats, there are special incentives in India on saving schemes. Here in middle east interest rate is very less. First thing that Indians do is that they take loan and sent to India. They deposit in the bank on special schemes designed for Indian expats and not only save the money but their interest on loan is also generated form the saving amount.

For expats there should be separate system which should be conducive to send more foreign exchange.

These might sound like lame excuses to some but definitely majority of people have these concerns and counter arguments. It is not necessary that I am an expat because I might be raising voice on these issues. Similarly it is not necessary that I don't pay taxes currently. In fact it could be other way around.

Actually it hurts more when you earn less but still pay more taxes than all these rulers who earn lot more and pay tax in pennies. And salman sb with due respect it is not possible for every common person to open offshore companies in panama/vorgin islands. In most of cases this privalige is available to our rulers and tax policy makers who loot billions from here and can afford to hire tax evading consultants in panama etc. A common professor, engineer, small business person or a salaried person living on monthly salaries can't afford these. What he can afford is paying taxes in this country.

I agree with Salman, to increase the Tax net is Good idea but Our officials are too Corrupt, people are afraid of declaring net worth of assets as privacy will be affected, Till Govt Controls Law and Order situation terrorism and curb corruption Direct taxation is better.
People are even afraid of transferring money back from gulf to Pakistani Banks as information may not leak to criminals.

A person giving or tax is being deducted at source mean from his salary ,he is working in private organization and about Rs 60000 is being deducted from his salary per month and he knows after retirement there is no pension scheme like Govt. servant .So pleas just give solution what the govt should do for him after his retirement ,he has been giving sizable amount in the form of tax per month.

Sui Gas 2- My only hard saved money is 40Lac

Hi All,

I am a silent reader of this forum for a long time, never felt to input any comment because I always felt I have very less amount amongst you all. I have narrowed down my analysis to Sui Gas 2 for 1 Kanal.

I have 40lac maximum and this should include any development charges, I believe that Sui Gas plots are including all charges??

I am a retired teacher with little pension, I can either buy a 3 Marla house with my money or buy a Sui Gas and wait for 3-4 years and keep renting tilp this time? In a hope that 1 day I can buy 5-8 Marla house?

Please advise.

Sui gas is a best choice in this amount, They r installing electric poles,Money has been deposited in lessco account for grid station.In one month main 150 feet road will be connected in one month, Land has been brought. These things they told in annual A G M on 31 jan2016.

This post is in continuation to my previous post “Platinum Investment DHA” posted in June 2015. I did my investments there and recommended it. It doesn’t make sense that I invest in one place and recommend other places. You can search my post on Google or on this website Ref. 90354.

I highly recommended Phase 8 S; on my short trip in June 2015 the plot in Phase 8 S-650 to S-656 was around 110 lac and now it is around 145-150 lac profit of 35-40 lac in 6 months. Yes in 6 months only. I recommended Phase 7 Upper Cutting; the plot in Phase 7 U-465 to U-470 was around 100 lac and now it is around 115-120 lac profit of 15-20 lac in 6 months. I also recommended Phase 5 M the price at that time was around 110 lac now at 140 lac profit of 30 lac that too in 6 months. All of my three recommended investments made handsome profit. Yes, I was strong opponent of Phase 9 (Prism). Based on past history of DHA I believe it promises to you end up giving it to your generation. Based on location, popularity, master planning it will be the best phase in DHA BUT I will still invest in Prism after 5 years when I see things on ground no matter what the price will be.

To make it clear; I am not even 1% to respected Mr. JameelMughal, Mr. Ahmet, Mr. Habib and Mr. CMY. You all are my mentor and I learned a lot from you in short span of time. I am young, in property business for less than a year, doing Ph.D in electrical engineering abroad and studied “Real Estate Investment” from professors of one of the best business schools in world. But academic knowledge does not apply exactly in practice especially in Pakistan. Sometimes it doesn’t hurt to listen to sophomore. Sometimes beginners and new entrants set the market trend as if everyone is expert and knowledgeable then there are no undervalued areas and unpredictability disappears.

Phase 8: The top location plots in phase 8 are more than 2 crore. The possession is expected in 1 year so juice is still left. Those who are thinking to sell Phase 8 and buying 1.5/2 kanal in Phase 7 or 1.5/2 kanal in Phase 9. Please do not think so. You don’t know what you are holding. Phase 5 is the first phase who broke the “Psychological Barrier” of 3 crore. Phase 8 will be the first Phase to break the “Psychological Barrier” of 4 crore. Top most location of Phase 8, excellent development, expect very good surprises by DHA in empty land between T and S block in future. Those who have investment there it’s worth it to hold it. It is still a long a way to reach maturity phase. Phase 8 is true love.

Phase 6: Those who are holding Phase 6 please help yourselves and your neighbors’ i.e. Phase 7. You can sell your plot at some premium and can buy 1.5 to 2 kanal (by adding some money) in Phase 7. High chances are that you will earn more profit by doing this.

Phase 7: The stigma of location (pocket, village, Indian border) is there and will haunt Phase 7 for a long time. At the same time it is the only low value investment in developed plots. There is another nail in the coffin i.e. hype created by the builders and developers as rightly said by Mr. JameelMughal and Mr. Habib. I believe, it will gradually start from blocks adjacent to Phase 6 like R, S and W block which may trigger the prices and this trend will be followed to other blocks. Those who are holding Phase 7 for last 1.5 year there is just an increase of 1-2 million and at the same time Prism gained significantly that too with less investment. So, it’s really frustrating and every time you hear is a wait for 6 more months. So, if you fed up, holding a good location plot you can sell it, add some money and buy in Phase 8 Or buy in other undervalued areas may not be in Lahore may be in Rawalpindi/Islamabad. Diversity! Don’t sell Phase 7 plot in order to buy in phase 9 at least not now. I see 10-15% steady rise for at least 2 years.

Phase 9: Don’t compare Prism with Phase 7. The comparison of Prism should be done with Phase 8 or Phase 5. Top location, Best Master Planning, Ring Road, Theme Park, Largest Phase, Huge Commercial! Where? – On Papers! But it has the promise and potential to be the best phase of DHA. The area is huge, task is complex so wait. After few years situation will be clear! Yes, Prism has gained significantly as compared to all others that too with less investment. I wish it will continue to rise at same pace till maturity. Those who have investments there All the best!! I don’t want to get into a technical debate of global financial crisis, economic downturn, elections; end of IMF program, the borrowed money has to be returned as well, debt-to-revenue ratio should be capped at 350%, beyond which it wouldn’t be sustainable. Currently, in Pakistan this ratio stands at an alarming 523%. By 2018-19, the debt-to-revenue ratio will be over 750%. Investors assuming that next 10 years will be very smooth! Insha’Allah it will be. I salute to all Prism investors for being so optimistic. Anyways, long term holders in Prism will never loose. Prism is future and future is bright! There are some people in this world who wants to play in present and near future!

Phase 5 M: Hold it! Wait for possession and build your dream house.

New investors! I lived in Islamabad for 3.5 years during ; I have seen the prices of D-12, E-11 14 Marla rose from 1 crore to 3 crore. House prices in F-7, F-8 in tens of crore. Rents are so high. Apartments are crore +. Bahria Enclave 1, Islamabad is very good location. I know this place. 15-20 mins drive from Serena Hotel. The good location 10 Marla plot in Sector A, developed, possession available is around 80 lac. I believe it is one of the best investments one can do. In Islamabad such location, facilities and price is worth it. Ideal for living as well as for investment. As Mr. CMY said, invest in on-ground plots in Bahria instead of files. So, 10 Marla possession plot in Bahria Enclave 1 Sector A is highly recommended. It’s a must visit. If I have the money I definitely buy one plot here. It has the potential to double within 3 years.

Second good investment is in Naval Anchorage, Islamabad. It is bit off the road the price of 1 kanal is around 80-90 lac. It is a secured gated community maintained by Pakistan Navy. I haven’t visited the place recently but it is recommended to me by my close friends and relatives. So, if you have time and energy to visit the place and observe on ground realities do so and please let us all know.

Summary

Phase 8 (Hold it! It will be first phase to break the “Psychological Barrier” of 4 crore)

Phase 6 (Sell it! Buy 1.5-2 kanal in Phase 7, help yourselves and your neighbors)

Phase 7 (Either Hold it! Wait for developer and builder hype OR Sell it! Add money and buy in Phase 8 OR other undervalued areas)

Phase 5 M (Hold it! Wait till possession)

Phase 9 (Potential Candidate of another “Psychological Barrier”, Worth it to hold Prism investments for long term)

CMY's recommendations were more logical & realistic. Phase-6 & 8 have already gained a lot. With further gains, finding any buyers would be a challenge. Farewell to these locations and re-investments in areas where prices have yet to gain, seems right choice.

In my opinion it is not near future Kanal will reach 4 Cror in Nice ready places it will be 2 Cror even phase 5 may revert Back to 2.25 averge

For New Investor I will say Diversify in phase 7 upper cutting and 9 [Only underpriced areas], DHA Town and Phase 8 S Block. About 7 I am telling becuase in 3,4 ys time there will be no place to make home excpet phase 7, Then phase 8 will come, Phase 8 construction activity will be very very slow, Only builders kick start home making, They will never make home in 2 basement deep Land in Phase 8. Their budget for Construction is only 90 Lac. Level Plot Notebaly S will be populated earliest and that is why it is gaining before it was rated 3rd class as it was bit isolated, Phase 8 Constuction in hot Blocks will be slow Like L Block of phase 5, [Depth was issue there as well] It does not mean price will drop but will be stagnat and in areas of Construction activity it will grow.
Prism Low Priced Blocks have Lot of room to grow and I tell you 5 Merla is way underpriced than Kanal due to small investor who dont want to pay development charges there is massive supply. Other wise 2, 5 Merla plot price is equal to Kanal in all phases of DHA no matter 5,6 or 7. Never in history DHA Gave such nice Locations to 5 Merla as in phase 9, dont ignore that.

Thanks Qasim, a good post though I disagree with a lot of things here - especially asking phase 6 investors switching to phase 7 when investments like phase 8, DHA Town, Prism, Ivy Green are available. Also the relevance of IMF program to Prism? Pakistan has always been on an IMF program :) Also on ratios, to be honest ratio analysis are good only when deriving the market value of a company but a quick ratio analysis of a country without understanding the dynamic of its economy and debt structure isn't of any use. Pakistan's debt has increased significantly during Nawaz's era but its just $70b which is peanuts for a large country like Pakistan. I wouldn't worry too much about a $70b debt when there are countries with AA+ credit rating with debts of 10s of trillions. Also do not forget the CPEC! ;)

Detailed analysis, however slightly biased on growth potential of phase-8 (especially its S-Block) in comparison with phase-7. If phase-7 is close to Indian border, how far are phase-6 and Phase-8. As regards high prices in any phase, it is meaningless if it attracts very selective category of rare buyers or has no buyer at all, and in such situations the investments get blocked.

@wise @Dawood; I am strong proponent of Phase 7. I believe in this area and I know the potential of this place. I mentioned those who are fed up of Phase 7 can diversify! I recommended Phase 6 plot holders to invest in Phase 7. I have one plot in Phase 7 and I am keeping it. Worst case! If it didn’t appreciate well, I will build a house there and will play in DHA or Bahria or other undervalued areas with my expansive plots. My stake is small and I have an exit plan. There are people here who have high stake and Phase 7 didn’t performed that well in for last one and a half year. I agree 100% Phase 7 holders are right but at the same time you can’t deny the perception or stigma and Indian Border thing is rubbish! But instead of being stubborn and keep doing your loss, don’t you think it’s time to reevaluate, diversify your investments as Mr. Habib said. Think about Bahria Enclave 1, Naval Anchorage Islamabad, Phase 8 and DHA Phase 9 Town and IVY Green as Mr. Ahmet said. Don’t panic, don’t rush but do think be flexible!
@Dawood; No, I ranked Phase 8 S on top of my Platinum Investment and it proved right gain of 35-40 lac in 6 months! In this post I am proponent of Phase 8 in general not one particular block

The economic factors were written in good faith and I didn’t talked anything negative. I left the open question to audience to find out whether economic factors of Pakistan will affect the property market (esp. developing Phases) in general or not? My apologies I wrote them in the Prism section am in process of gathering information and data regarding DHA Phase 9 Town and IVY Green. The only safe place I know was Phase 7. May be (if possible) you can spare some time and write a post about DHA Phase 9 Town and IVY Green and talk about the future prospects. Lot of people wants to know about these two areas in general. May be your fresh post will help.

@Azi; you touched a very sensitive subject and is close to my heart; In fact I was planning to write a detailed post on “Beginner’s guide to Real Estate Investment”. But your direction is right; you have to start with small investments first. The time to enter and exit the market is very critical. Investment at right time and at right place. Beginners due to small stake can take high risk as compared to mature investors. It reminded me of my time; I started with zero but later assisted by parents, I did 3 part-time jobs (teaching, tuitions and security guard) simultaneously that too during my MS studies at UK. I invested in 5 Marla plot in Bahria at 9.5 lac after 2 years it was above 3 million. I am a beginner (less than 1 year in Lahore market) and need to do lot of research but it will be better if respected Mr. Habib, Mr. JameelMughal and Mr. Ahmet write a detailed post, share their experiences and help small investor in building their assets.

Ring Road Southern Loop is not workable on or alogside hudiara drain. If there is issue by Bahria than Punjab govt could revise the route as from gajjumata to towards Raiwind Road near Hair factory alongside ijtama road to Sundar and Sundar to package 4 as already designed.. it is best solution to avoid any kind of delay.

DHA Office record is not showing such type of transitions that peoples are moving from phase 7 to prism.
phase 7 is best investment don't misguide peoples just for your own interest there is no development in prism while phase 7 is fully developed.

A strange experience. I am searching for plot in range 80 to 90 lac in Block A, P or C done down payment for 6 plots and upon final checklist found dealer / agent backed away saying plot sold or increased his rate.

What has happened to Block not even single good location plot available for sales and rates increased by 3 to 4 lacs in 15 days.

Please comment and reason factors for it. Seems Prism has picked in big fashion..what factors behind

New year function arranged by bahria town was more than sufficient to degrade the best town .Entry should have been through minimum 1000 RS fee so as to control and avoid mess up.even parking should have not been ticket free. I am an overseas. I will be Thankful if some body can provide the details. I have a plot in Nargis block sector C Bahria Town. I have taken the possession letter and N.O.C for construction in Aug 2015 and started the construction. My possession has already applied by the plot owner from which i purchased the plot. An actual possession of nargis block announced a long back. Now my question is,in how much time i need to complete the construction to avoid any plenty.I called Bahria Town office and got the different answers.

Dear Siddique Sahib,
It would have been better if Bahria Town Office responses were shared here for general information. You are right that the staff in Bahria Town office is not clear about their official matters.

Secondly, your statement is confusing to me (sorry). If you have already started construction (as your statement suggests) then there is no issue of possession charges in your case. The announced charges are for No Construction Penalty.

In case you have not started construction process then after getting NOC for construction, you had 3 month's grace period to apply for construction process (open file in Bahria Design Wing office and deposit fee for map approval etc).

If you had already started construction but not completed the construction(obviously you can not complete a 10 marla house construction within three months) and worried about non completing penalty then there is nothing to worry about as you still have around 8 months' time with you.

As mentioned by 'arsl', you have 18 months' time to complete the construction work.
But keep in contact with Bahria Design Wing department as Bahria Town management may change this time limit any time.
If it is not possible for you to complete the construction in provided time period, please contact Bahria Design Wing when a month or so is left. They do have some other options to adopt to avoid penalty in this regard.
Though I am a rational person but would like to share with you my elder's belief on the issue.
BAITI KI SHADI AUR GHAR KI CONSTRUCTION PAR KAAM SHORO KARNA BANDEY KA KAAM HAI US KEY ALLAH BANA HI DAITA HAI.

Please plan to complete the construction work within given time frame. I wish and pray that Allah will help you in providing the required resources for it.

I have nothing new about Bahria Orchard to share with you. Bahria Orchard (my favourite blocks are Overseas Blocks and C, D) on ground plots have high potential as it is still under priced. The growth time for almost all housing projects on Raiwind Road area has started now. In my opinion high gain in Bahria Orchard on ground investments is expected in near future.

Please go through following link which was written in June this year.
The rates have significantly gone up during these six months.
Bahria Town offered possession in three blocks.
Balloting of 100 Awami Villas apartments is also done in October.
