Is there any way to make Dha Lahore management compliant to their promise which they made about possession on ballot that they will hand it over to holders after 3 years. ALMOST 4 years passed and there is no sign of possession.

Recently I learned that at the entry point of DHA oficce security is asking if you have cash more than one lac you can't enter the office, they check for that. In that case how people are managing to pay installments or other dues at time of transfer, as for a kanal plot only transfer this and that etc are about 7 lac
