Azerbaijan Eyes Investment in Pakistan’s M6, M9 Motorways: A Boost for Regional Trade


In a significant development for Pakistan’s infrastructure and trade ambitions, Azerbaijan has expressed keen interest in investing in two pivotal motorway projects—the M6 (Sukkur-Hyderabad) and the M9 (Karachi-Hyderabad). This marks a promising step toward strengthening Pakistan’s trade corridors and fostering regional connectivity.


Strengthening Ties Through Strategic Investments


This collaboration stems from high-level discussions initiated following Pakistani officials' visit to Azerbaijan. During a recent meeting chaired by Pakistan’s Minister for Investment, Privatisation, and Communications, Abdul Aleem Khan, Pakistan’s Ambassador to Azerbaijan, Qasim Mohiuddin, shared that Azerbaijani institutions are eager to participate in these projects. The proposed government-to-government (G2G) investment model aims to streamline collaboration and ensure mutual benefits for both nations.


Key Motorways in Focus



  • M9 Motorway: Spanning 136 kilometers, this crucial route links Karachi to Hyderabad, facilitating efficient passenger and freight movement.

  • M6 Motorway: Covering 306 kilometers, this upcoming project will connect Sukkur to Hyderabad, further enhancing Pakistan’s transportation network.


Both projects are integral to Pakistan’s vision of bolstering internal connectivity and reducing travel time between major economic hubs. They also play a significant role in positioning Pakistan as a vital trade corridor between South Asia, Central Asia, and beyond.


Driving Regional Connectivity


Minister Abdul Aleem Khan emphasized the importance of attracting investments from Central Asian nations, including Azerbaijan, to accelerate Pakistan’s infrastructure development. He noted that Azerbaijan’s participation would not only solidify economic ties but also enhance connectivity with Eastern Europe, opening new avenues for trade and collaboration.


Next Steps


Pakistan plans to host Azerbaijani representatives in December to finalize cooperation agreements. The National Highway Authority (NHA), tasked with overseeing the development of these motorways, is actively coordinating with its Azerbaijani counterparts to push these projects forward.

Rawalpindi Ring Road: A Game-Changer on Track for 2025 Completion


The long-awaited Rawalpindi Ring Road project is steadily progressing, with 37% of the construction now complete. Officials are optimistic about meeting the revised September 2025 deadline, despite initial delays and rising costs.


From Vision to Reality


First approved in December 2021 by the Executive Committee of the National Economic Council (ECNEC), the project was originally estimated to cost PKR 23.6 billion. However, inflation and rising material prices have pushed the revised budget to PKR 39 billion.


Spanning 38.8 kilometers from Banth Mor on GT Road to the Thalian Interchange on the motorway, the Ring Road aims to tackle Rawalpindi's traffic congestion while fostering economic growth in the region. The Rawalpindi Development Authority (RDA) recently announced that earthwork is 100% complete, marking a significant milestone in the project’s journey.


Revised Plans for Timely Delivery


To address escalating costs, a revised Project Concept-1 (PC-I) for PKR 39 billion has been submitted for final approval. Both the Punjab Planning and Development Wing (PDWP) and the Central Development Working Party (CDWP) will review the updated proposal before forwarding it to ECNEC.


Originally scheduled for a 36-month completion, the timeline has been extended to 46 months due to inflation and the need for rigorous quality assurance. Despite these challenges, the RDA is working closely with contractors to expedite the remaining 63% of construction.


A Catalyst for Connectivity and Growth


Awarded to the Frontier Works Organization (FWO) for PKR 26 billion, the project has undergone several revisions to ensure it aligns with current economic realities. With its completion, the Ring Road will enhance connectivity, reduce travel time, and alleviate urban congestion. It is also expected to serve as a catalyst for economic activity, benefiting both residents and businesses.


After being in the planning stages for over three decades, the Rawalpindi Ring Road is finally gaining momentum. The RDA’s commitment to delivering the project on time reflects its importance in shaping the future of Rawalpindi’s infrastructure.
