SBP & CDC Launched RAAST Payments Facility For Mutual Funds


The Central Depository Company (CDC) and the State Bank of Pakistan (SBP) have introduced the RAAST Payments Facility for Mutual Funds, allowing investors to buy mutual fund units through SBP's RAAST Payment Gateway. CDC has established a system where it acts as an "Aggregator" and issues a Raast Payment ID, enabling investors to digitally transfer funds via Raast to the respective Asset Management Company (AMC) for purchasing mutual fund units. The launch event took place at CDC House, with Deputy Governor SBP Saleem Ullah as the Chief Guest.


Deputy Governor SBP Saleem Ullah expressed his appreciation for CDC's dedication to digitalization and customer convenience, emphasizing that the primary goal of digitalization efforts is to enhance customer satisfaction. He highlighted the significance of RAAST as a key element in the digitization of the country's payment system and mentioned its successful track record since its 2021 launch, with over 1 million daily transactions and 33 million unique RAAST IDs created.


Moreover, RAAST's recent introduction of the Payment-to-Merchant (P2M) feature was noted, as it promises to revolutionize digital payments by allowing merchants to initiate 'Request-to-Pay' for customers, simplifying the payment process. Deputy Governor SBP encouraged Asset Management Companies (AMCs) to offer Raast P2M features on their mobile apps, opening up innovative opportunities for customer-centric investment products.


Commissioner SECP Mujtaba Ahmad Lodhi commended CDC's collaboration with SECP in refining the regulatory framework for the mutual fund industry, expressing satisfaction with the successful implementation of various initiatives aimed at market development, efficiency enhancement, and investor facilitation.


CEO of CDC, Badiuddin Akber, stated that this project aligns with CDC's strategy of using technology and innovation to create a more investor-friendly environment. He expressed gratitude to SBP and SECP for their continued support in implementing tech-based solutions.


Chairman CDC Moin Fudda acknowledged SBP's consistent support in market development initiatives. The event also saw the presence of the CEO of MUFAP, Ms. Mashmooma Zehra Majeed, CEOs, and senior executives from the mutual fund industry, all of whom commended CDC's efforts in advancing this initiative and contributing to market development.

Increase in Profit Rates for National Savings Schemes Announced


ISLAMABAD: The government, effective from October 30, has declared modifications in the profit rates for national savings schemes, including Islamic financial products and accounts.


According to an official notification from the Ministry of Finance, the profit rate for savings accounts has been raised by 1% to 20.5% per annum. Similarly, the profit rate for special savings accounts has been increased by 20 basis points to 18%.


Conversely, the profit rate for deposits in Pensioners’ Benefit Accounts, Bahbood, and Shuhada’s Family Welfare Account has been decreased to 16.32% per annum, down from the previous 16.56%.


The return on one-year short-term certificates has been adjusted to 21.72% from 19.82%.


No alterations have been made to the one-year Sarwa Islamic Term Accounts (SITA), which remains available to investors at 20.80%. However, the expected rate of return for a three-year SITA has been increased to 18.23% as of October 30, up from the previous 18%. Likewise, the expected return for five-year SITA has been revised to 15.72% from 12.84%, reflecting an increase of nearly 3%.


The Sarwa Islamic Saving Account (SISA), a current account, now offers a return of 20.50%, up from the previous 19.50%. These financial products are paperless, and the profits will be credited to the account holders' bank accounts or national savings accounts through Raast accounts, as applicable.


The Central Directorate of National Savings has dispatched updated rate sheets to all regional offices with instructions to issue new certificates at the revised rates starting October 30.

Rawalpindi: The Rawalpindi Development Authority (RDA) has urged the Federal Investigation Agency (FIA) Cyber Crime Wing to initiate measures against unauthorized housing ventures. Simultaneously, the RDA has appealed to celebrities to ensure the legal status of housing projects before engaging in promotional endorsements. This notice was made public through local newspapers on October 30.


The RDA has brought to attention that unapproved housing projects employ misleading advertising and endorsements to mislead the public. Of particular concern is the growing involvement of prominent and influential figures, including celebrities from the fields of film, television, music, and sports, in these misleading endorsement campaigns. The announcement disclosed that some of these well-known individuals have even become legal representatives of such illegal housing projects, leading the public to place trust in these ventures and invest in them.


The general public has also been cautioned against investing in unauthorized residential schemes and vertical developments. Potential investors are advised to verify the legitimacy of no-objection certificates (NOCs) issued to these developments by the relevant authorities.


According to reports, the RDA Metropolitan Planning & Traffic Engineering (MP&TE) Directorate takes action against unlawful housing projects in the Rawalpindi District in accordance with the RDA PDC Act, 1976, and the Punjab Development Authorities Private Housing Schemes Rules, 2021.

Islamabad: On October 30, a news report disclosed that the Capital Development Authority (CDA) has received applications from 21 construction companies vying for the contract to construct the new road linking Margalla Avenue to the Islamabad-Peshawar Motorway (M1).


According to a CDA representative, these 21 applications were submitted within the specified time frame, and the authority is presently in the process of assessing the qualifications of these companies. The next phase involves shortlisting the firms, which will subsequently be provided with the tender documents to present their bids.


This new 5-kilometer section, connecting D-12 to E-11, will create a link between Margalla Avenue, which currently extends from G.T. Road and terminates at D-12. The construction of this segment is ongoing and is anticipated to be completed within the next two months, according to CDA officials.


The proposed 3.4-kilometer road, dividing between Rawalpindi (1.8km) and Islamabad (1.6km), serves as an alternate route for commuters traveling between G.T. Road (N-5) and Islamabad. The road, featuring six lanes, is of strategic significance, as detailed in the CDA's working document.


With a budget of PKR 5.45 billion, the project was approved by the CDA's Development Working Party (DWP) in August. This budget covers development expenses and land acquisition costs. Once initiated, the project is anticipated to reach completion within eight months, in accordance with the project plan (PC-I).

Rawalpindi: Recent reports as of October 25 have unveiled startling discrepancies in property valuations within the city, causing concerns about the reliability of property assessments. An independent investigation conducted by the Federal Tax Ombudsman (FTO) has raised questions about the transparency and fairness of real estate transactions, primarily due to issues with valuation rates and the omission of crucial data.


In a recent disclosure, significant disparities in property valuation rates have emerged following a comprehensive examination of Rawalpindi's property valuations by the Federal Tax Ombudsman (FTO). The FTO's focus was centered on the market analysis and valuation tables issued by the Federal Board of Revenue (FBR). Among the findings, it was noted that there were issues with Rawalpindi property assessments, as outlined in Statutory Regulatory Order (SRO) 1734(1), issued on September 13, 2022.


The inquiry revealed that several crucial areas of Rawalpindi were conspicuously absent from the valuation data. Notably, residential and commercial zones, as well as the city center, which includes areas like Raja Bazaar, Asghar Mall, Sadiqabad, and Pirwadhai, were omitted from the valuation process. Moreover, various tehsils, rural regions, and agricultural holdings within the district were also overlooked.


Additionally, disparities were identified in the assessment of other property types, including plots and shops. Specific locales, such as the Askari housing societies, primarily comprising apartments, were not given due consideration by the FBR. This revelation has called into question the FBR's reliance on publicly known market rates and the absence of a standardized valuation methodology.
