Streamlined Building Plan Approval Process by Lahore Development Authority (LDA)


Lahore: The Lahore Development Authority (LDA) has implemented substantial improvements in its building plan approval procedures, as reported on October 3.


The LDA has announced a remarkable reduction in the turnaround time for approving building plans, particularly for private housing schemes. Previously, this process took a lengthy 30 days, but it has now been expedited to just 3 working days. This initiative to accelerate the approval process was spearheaded by LDA Director General Muhammad Ali Randhawa, who stressed the importance of aligning the process with the public's needs. The primary aim is to create a smoother experience for all stakeholders.


Additionally, the LDA is actively working on the development of an accessible online system to further streamline the approval process. This online platform will complement the existing physical channels, offering the public multiple options for submitting and tracking their building plans.


LDA Chief Town Planner Azhar Ali has stated, "All essential reports and procedures, from site assessments to final approvals, will now be centralized at the One Window Cell." He also highlighted the elimination of redundant clerical processes and the introduction of revised Standard Operating Procedures (SOPs). Furthermore, the PITB-generated E-Khidmat software will enhance user-friendliness by providing comprehensive plot reports through GIS and generating challans using the SAP system.

Islamabad: Pakistan and China are on the verge of finalizing an agreement that will enable the inclusion of a third party in the transformative China-Pakistan Economic Corridor (CPEC) projects. This significant development was reported by a reliable news source on October 3, ahead of the upcoming Belt and Road Forum (BRF).


According to the disclosed information, the Ministry of Foreign Affairs (MOFA) revealed this pivotal achievement during a recent meeting chaired by the Minister of Planning, Development, and Special Initiatives, Sami Saeed. The meeting's primary agenda was to assess the progress made on CPEC initiatives. MOFA affirmed that discussions concerning third-party involvement in CPEC projects have been actively taking place within the framework of the Joint Working Group on International Cooperation and Coordination (JWG-ICC). This group was established by the CPEC Joint Cooperation Committee (JWG) to oversee such matters.


Consistent with the mutually agreed policy between Pakistan and China, public announcements regarding third-party participation will be made only after thorough consultation and agreement between the two nations. The meeting underscored the substantial progress achieved by the JWG-ICC, formed in 2018 with the goal of fostering an international environment conducive to the advancement and promotion of CPEC.

Quetta: In response to requests from Sector A-6 members, the Defence Housing Authority (DHA) Quetta has decided to extend the deadline for the payment of the second instalment of development charges. This announcement was officially communicated through a Facebook post on October 3.


As per the information provided in the post, the authority has pushed back the due date for clearing outstanding dues for the second instalment of development charges to October 16. Payments can be conveniently made during regular office hours, with the office closing at 5:00 PM.


The administration strongly encourages all Sector A-6 members to take advantage of this deadline extension and ensure their payments are made in a timely manner. It's important to note that no additional surcharges will be applied if payments are made promptly.

Government Mulls Over Wealth Tax on Movable Assets and Taxation System Amendments


Islamabad: The government is actively contemplating the introduction of a wealth tax on moveable assets, in addition to proposed amendments to the taxation systems governing the retail, agriculture, and real estate sectors. This development was reported by a reliable news source on October 1.


In pursuit of an ambitious tax collection target of PKR 9.2 trillion set by the Federal Board of Revenue (FBR), government officials have confirmed their commitment to achieving this goal. Simultaneously, they aim to elevate the tax-to-GDP ratio to 15%, which translates to PKR 13 trillion, within the next two years.


Furthermore, the government is contemplating the rationalization of the Capital Gains Tax (CGT) on immovable property, signaling a potential increase in its rate as part of a broader strategy to enhance the country's tax-to-GDP ratio.


To bolster tax compliance, the FBR is diligently working on the formulation of a comprehensive documentation law. If a consensus is reached, there is a possibility that an ordinance will be promulgated to facilitate this process. Additionally, the FBR is exploring opportunities to simplify tax returns and withholding tax regimes, aiming to streamline the tax collection process for greater efficiency.

This announcement was made via the FBR's official Twitter account in response to requests from trade organizations and tax bar associations. It was also emphasized that this extension is final, and there will be no further extensions granted for filing tax returns.


The need for this extension arose due to a combination of financial and technical challenges, including a newly discovered IT glitch in the IRIS system. The extension request was supported by Tax Advisers, Chartered Accountant Firms, and Tax Experts. Mr. Ghulam Bilal Javed, Provincial President of the Traders Alliance Federation, and Mr. Malik Meher Ali, Provincial President of Markazi Tanzeem-e-Tajiran, made appeals to the Federal Government. They pointed out that the FBR had already updated the Income Tax Rules 2002 to address these issues.


Furthermore, in an impressive financial achievement, the FBR reported that it had exceeded its collection target for the first quarter of the current financial year. The FBR collected Rs. 2,041 billion, surpassing the target of Rs. 1,978 billion by Rs. 63 billion. In addition, for the month of September 2023 alone, the FBR collected Rs. 834 billion, exceeding the target of Rs. 794 billion. It's worth noting that refunds of Rs. 37 billion were granted during the month, compared to Rs. 18 billion in September 2022.


Considering the prevailing circumstances and the nation's economic well-being, the FBR has made the decision to extend the deadline for one month, providing taxpayers with the necessary time and flexibility to meet their tax obligations.


This extension offers a crucial opportunity for individuals and businesses to ensure compliance with tax regulations while taking into account the unique challenges and developments of the current financial landscape.
