NEED’s ADVISE.
My family is leaving in Lahore in a rental house portion since 2 years. The owner lady is also in ground portion. Owner always treating very badly my family on different ways. We want to shift somewhere else. Peoples around told use her reputation is very bad she will not pay you back your advance money (35 thousand).
What should be our legal & noble way to get our money (advance) back.
Please advise me.

ali11 replied on Sunday, October 3, 2010 03:26 PM PST

Legal option won't work, you should involve the agent who made the deal for you. 2nd option is to stop paying rent until it equals 35k, as Kashif has suggested. Never ever live in a rented house, where owner is nearby or living in the same house.

1. Concept of democracy is very lucrative and seems rational but if you apply on a country where practically 70% are illiterate and 90% don’t know the application of there votes this system will effect adversely.

2. in 2008 elections total registered voters were 5 corer and 20 lakh, this figure is also controversial as people objected that more than 1 corer are bogus entries ,ok lets take it 5 corer out of 16 corer ,turn out was 3 corer and fifty lakh, these 3 corer votes split among 5 major parties. This means single majority party has just able to get about 1 corer votes,just imagine out 16 corer 15 corer have no faith on you.now can you call it democracy where majority is the base??

3. now lets discuss who these 3 corer voters are. In villages it was very simple formula, they cast vote on bases of there tribe and caste only. In my village I was unable to find a single person who want to cast the vote on basis of character and performance. Reminding you in this 3.5 corer voter’s, majority voters are from rural areas.

4. In cities some are impressed from personalities but majority vote to get benefit from elected member, just example I have asked from my hard core ppp jeala friend why you are so enthusiastic and motivated that your party should win ,he replied with some words for his leaders which I cannot write here and said “this is the only way I can get job” as his education standard cant give him good job in open merit. so this is the voter class which we rely for our democracy.

5. I don’t think so with same democratic rehearsals of elections we can bring any change, I can bet in next election 70% same faces will be reelected (Bangladesh is one of the example where Army and Judiciary joined hand not get old faces elected in last election but again we see the same faces in Bangladesh) . I will re- post this post again after the next elections. we need to change this democratic system before its to late. Last thing till the time we will not clean this corrupt mafia no system of this world can be applicable to Pakistan, the only way for doing so is to use iron hand.

6. The history of more than 60 years of Pakistan stands witness to the fact that present system of democracy is part of problem not the part of solution. This western democratic systems works only when there is Unity Faith and Discipline and bove all the masses are educated.

What what urgently requires, a person like Hitler or Khomeni for Pakistan to cleanse the mess all around.

Habib replied on Saturday, October 2, 2010 06:15 PM PST

No system is fool proof, I think we should lean from India before it will be too late. In British prlimentry Democracy no single party need to get majority, The basis is all "groups" should have representative in Govt. That is why president or Prime minister is not elected direcly by people. On the other hand if people directly go for head of state elction in 55:45 result the opinion of 45% population is entriely rejected. That is why this modification was done In British prlimentry Democracy.
India is divided in so many regions and parties but still they toerate each other much better than us.

atif replied on Saturday, October 2, 2010 06:36 PM PST

Your analysis is true. I wish this understanding is at least realised by media who promote democracy blindly in pakistan without knowing that there is no democracy in Pakistan.

Salman replied on Saturday, October 2, 2010 07:25 PM PST

NO. I completely disagree with you Aamir. First of all you cannot isolate the history of Pakistan from your current problems. We have remained under martial law regime for over 44 years of our existence as a nation and whatever we problems we have today are because of martial law regimes and our disproportionate high spending on defence needs which were being artificially justified under the garb of Kashmir movement and then Afghan Jihad.

The children of this nation remained illiterate because we were spending 40% of our budget on defence needs and another 40% on servicing our foreign debt which again was utlized primarily to fund defence needs. So if you have only 20% money left year on year to spend on administration, infrastructure, govt salaries, health, education blah blah;;; how can you expect this country to change.

Please note that all our ills are because of this wrong allocation of resources and that too was primarily driven because of Military governments. The military in Pakistan is the biggest commercial enterprise; they are into property, into cement, into banking, into consumer goods, into fertilizers etc (read Dr. Aisha Siddiqa's book Military Inc.)

The menace of suicide bombing which crippled our country happened in military rule, the menace of kalashnkov culture, heroine addiction happened in zia's regime.

Your neighbours (china, iran, afghanistan, and india too) don't want to talk to you because of the adventurism of your ISI.

When military comes, every retired general or colonal get a post in the govt. (ask the person who deserves a promotion on those positions and then someboday comes in and takes it)... Abuse of merit

No accountability; we all hear abt corruption done by some top generals like "Z zameen" but why the detail stories never get published because the so called "national interest" prevails; why no one is put behind bars.

Institutions like judiciary etc all get abused.
Trust me, the worst form of democracy is still ONE million times better than dictatorship.

Salman, it might be! these people make fool even educated.
Democracy is not a goal, democracy is a path to go on to achieve the goals.

nasir11 replied on Saturday, October 2, 2010 10:23 PM PST

good analysis.

however for our country, any government 9whether (gamocracy or dictatorship) as long it is working in the interest of west, it will be promoted otherwise, you will see West as well as our media opposing it.
Couple of examples,
1. Musharraf was doing well he was working in the interest of west as well in the country, but then he gave some tough time to west, which they realised and it was time for Musharraf to go.

2.PPP couldn't have won without the death of Benazir, it was achieved by west, and a gamocracy came into being. So far Zardari has done everything as per west's wishes. Now realizing that was all they could get from Zardari and not being popular among people, west & western media is now taking turn and have started speaking against him. Yesterday Hussain Haqani ( a traitor Pakistani by birth, and ambassador of USA in USA!!!) has said Mr. Zardari is not popular among people, giving an indication change in policy for Pakistan. In USA game plan for next government is almost ready, its just matter of time to implement.

Best interest of Pakistan is to part itself from war on terror.
Let's put ourselves on the right path of Islam and read Quran in its true sense, LET'S READ IT IN OUR OWN LANGUAGE, LET'S IMPLEMENT ISLAM IN OURSELVES. This country was made in the name of Islam and 3 millions martyred and those 3 millions souls will never forgive us until, we fulfill the promise for which Muslims created Pakistan.

Unless we change ourselves, Allah will keep giving us leaders like us. May Allah forgive us and give us the courage to understand Islam & Quran.

Waseem Malik replied on Sunday, October 3, 2010 10:27 AM PST

nasir11, what you said about Hussain Haqani is very true.

Aamir replied on Sunday, October 3, 2010 04:04 PM PST

@Salman

Democracy means it filters the least wanted parliamentarians from the most wanted ones over a period of time on public aspirations. But excuse me! This will not happen at least in our country because of our political structure is designed to aim at serving Wadaras, Chaudreis, Jaghirdars and all forms of feudalism in shape of industrialists and capitalists .

Going by your arguments, if we stick to so called democracy, the same very people of present regime will get elected, as usual, for the next term. Imagine what will happen. You let them rule for another five years and by then the game of Pakistan will be over. Please just don’t speak Hamid Mir and Dr Sshahid Masood words’ use your own judgments. Thats why I fully support a ruthless Hitler type of ruler from Civil or Army who should throw present filth out of the country.

Azher Syed, Helensburgh replied on Sunday, October 3, 2010 11:35 PM PST

@Salman
The hatered that rankles in your Blood like a cancer against Pakistan army and ISI speaks volumes about where you are coming from. You have an elected democratic Government in power in Pakistan, this is the worst shit what one will see pakistan is going through presently. The present democratic government does not need enemies, it is not only in the process of self destruction but it has left no stone unturned to undo Pakistan. If every common Pakistani has thinking like yours,then there is only one question that remains un-answered "What was the point to create a separate country like Pakistan?"

Aamir replied on Monday, October 4, 2010 01:37 AM PST

Mr Khan is 100% right. The very first thing India did on the onset of Independence was the land reforms. Whereas, here in Pakistan any such reforms not only met with opposition of jaghidars but of Jamait-e-Islami as well claiming by to deprive one from his property is un-islamic. Now See the difference.

Salman replied on Monday, October 4, 2010 01:39 PM PST

@Aamir

1- corruption is highest during the military regimes because to gain legitimacy they let the second/third tier politicians like PML Q grab power and are given free hand to loot and plunder. MQM, Sipahe Sihaba any many other parties were created by the dictators and funded through our tax money. These "darbari" politicians keep on praising the dictator and are allowed a free hand to grab as much money as they can.

2- The current govt is also an offshoot of giving a safe exit to Musharraf (NRO deal); this is not true democracy as yet. it still is an aftereffect of a dictatorship.
Democracy will have a chance only when one democratic govt will transition through elections into another democratic government. That proccess is indispensable for survival of democracy. hell,hailstorm this govt has the legal justification for 5 years. i dont like this govt either but we must respect the mandate for democracy to flourish.

3- The game will not be over if we let this govt complete its term. its plain and simple mathematics. 80% of our tax money is pre-booked into debt servicing and military expenditure; Remaining 20% is at the disposal of this govt. and if take fixed expenduture like salaries into account' they only have 5% in their control...Now even if all of that goes into corruption; it ain't gonna destroy pakistan. What could be worse is that another military govt. comes and we are stuck for another 10 years

Aamir replied on Tuesday, October 5, 2010 01:50 PM PST

@Salman

"i dont like this govt either but we must respect the mandate"

You don't like this Govt, I don't like and neither do the visitors of this website and for that matter nobody else likes this govt

Then how come they are in power ? because this a fraud mandate. I am sorry I can not respect this fraud mandate.

A total of $ 30 Billion loan was taken in last govt in 10 years. Present govt has taken almost same amount $ 30 billion in 2 and half years and yet the finance minister says we will not have enough money to pay the salaries of Govt employees after two months.

Also, last govt handed over the state treasury with a debt of $36 billion whereas, the current foreign debt is $50+billion. Please have mercy on this poor debt ridden nation. Its my last post as this web site is not meant to discuss political issues. Thanks to Moderators for bearing this irrelevant discussion to appear on this page.

NA body suggests termination of contract on allotment of PR

ISLAMABAD: The National Assembly’s Special Committee on Railways has recommended the termination of a contract pertaining to the allotment of Pakistan Railways’ land to the Royal Palm Golf and Country Club on the grounds that the lessee did not get the defaults regularised in accordance with the provisions of the contract.

The special committee’s report, which was presented in the House on Friday, said the lessee had failed to make payments that were due to the Pakistan Railways. It further said the agreement had no legal or moral standing as it had been achieved through deceit, misrepresentation, fraud and cheating and should be terminated accordingly.

The report prepared by a 20-member parliamentary committee formed by the assembly speaker in 2008 said that if the value of the PR land was accepted as Rs 3.2 billion approximately, even then the PR would suffer a loss of Rs 25 billion because the rent had not been calculated according to the Railways’ Code of Engineering. The code provides that the annual rent should not be less than 15 percent of the market value of the land.

Declaring the contract detrimental to public interest, the committee recommended that the contract should be terminated and all the dues and losses recovered from the lessee with interest.

Proceedings: It further recommended that legal proceedings be initiated against former railways minister Lt General ® Javed Ashraf Qazi, former railways secretaries/chairmen Lt General ® Saeeduz Zafar and Khurshid Alam Khan; and former PR general manager Major General ® Hamid Hassan Butt.

The committee further recommended that all members of the Executive Committee should be prosecuted. The committee comprised the railways secretary, GM (Operations), GM (S&M) and GM (Finance).

The special committee further recommended that members of the committee, which examined pre-qualification criteria, should also be brought to justice. It recommended that properties of all these people be confiscated and auctioned to cover the losses the national exchequer had suffered due to negligence, connivance and disregard to public interest.
