Lahore Ring Road,

Lahore—FWO has been awarded the contract of construction of (southern loop) of Lahore Ring Road. Commissioner Lahore Division and Chairperson Lahore Ring Road Authority, Abdullah Khan Sumbal has said that Punjab Chief Minister Muhammad Shehbaz Sharif has directed FWO to complete southern loop of Lahore Ring Road within one year.
Due to special interest of Punjab Chief Minister, Punjab government has succeeded in saving 1.70 billion rupees in this contract, he added. He said that under public private partnership, Punjab government has played its role in viability gap financing in the construction of 30-kg long southern loop convinced FWO to complete construction work in 4.25 billion rupees instead of 5.90 billion rupees.

Abdullah Khan Sumbal told that southern loop of Lahore Ring Road consists of three sub-loops including southern-I, II and III. FWO will first start work on I and II loops which is 22 kilometer long, he added.

He said that this agreement has been given to FWO on the basis of BOT (build, operate and transfer) under public private partnership.

He said that Punjab Chief Minister Shehbaz Sharif has especially directed to complete southern loop of Lahore Ring Road within the stipulated period and ensure high standard.

It is worth mention that Punjab government has made savings of 215 billion rupees in different mega projects and saving of 1.7 billion rupees in Ring Road Project is part of campaign of Chief Minister.

It is also worth mentioning that no compensation has yet been paid to land owners falling in the southern loop. It is also worth mentioning that no final map has been presented yet, so how can FWO start constructing the road?

Pls stop mis guiding people, its the property mafia which is fueling the news of its construction. Otherwise such a big project would have drawn multiple half pages newspaper add by Punjab Govt.

What is your point Nadeem sb? Are you suggesting that this is an incorrect news? Are you saying the contract has NOT been awarded? Because if that is what you are suggesting, you may stand corrected as you can independently verify this new with Punjab Public Private Partnership Cell. It may be correct that there may be some formalities that need to be sorted out but the final map was presented and available for public in case you are unaware. Please please the website for authority mentioned above and you will have all details you require.

I am not saying its incorrect, I am saying its misleading. Its not as good as it looks. Give me a common sense answer, can government start constructing a road on a land which they havn't yet acquired? Not a single penny to any land owner is paid yet, the map you are talking about is a high level map, no one exactly is aware if his plot of Audit & Accounts, Khayaban e Ameen , Fazia etc is coming inside LRR,how much would he be paid, how would govt pay the amount, would it be given to society or directly the owner. its a vague map still. If FWO would start this way, it would be stopped by LHC Stay order on the 1st day.

Amazingly, no one has come up with logical reply to my points. Few supplementary points , which are not as critical as above mentioned but still important ones to consider:

In my personal opinion, once LRR construction would start or about to start, we all would know on ground and not through newspaper & C42 channel. Such a huge project requires mobilization of hefty resources, whole Raiwind rd will know when those resourced would be on ground.

Also to keep in mind FWO often sub-contracts this type of roads to HCS, ZKB etc. So far no subcontracting thing has been discussed anywhere.

Nadeem,
In BOT models usually tender design is done to reach an indicative price for grant of concession. Tender design is in place on which basis contract was agreed. Detail design will be done while proceeding along with construction activity related to site clearance and earthworks. This will be implemented directly by FWO under a separate subcontract. Then main contract for construction will be laid out after detailed design completion. So your apprehensions are not true.
Second thing on land acquisition, you may have correct or more accurate information but i have seen pictures of properties being demolished along the route on ring road. Near H of Prism a building was being demolished and on question they replied that it is for ring road. No one lets touch his building without payment. For your clarity i will put the picture on top.

This news is only saying that FWO is building ring road in principal. Modalities would come later.
You point is correct.

We should not start jumping at every meeting regarding ring road. Let it finish first to reap the benefits

Lot of demolishing is going on the area where interchange to be built on Ferozepur road near Rahi Nala (Eden Gardens property). Some Lahori can confirm it.
