Once again we are back to square one regarding property valuation by a private firm for NON-FILERS.
I was reading comments from overseas regarding being non-filers thus have to pay 0.6% WHT on bank transaction and extra CVT STAMP DUTY for non-filers and overseas will stop sending remittances, it will be very negative for property etc etc.
It looked from the comments as if property is going to be doomed if it is implemented.
Well i have NEWS for you!

Property will be same as it was before. In a long RUN property have always given profits or it is considered safe specially in PAKISTAN.
Secondly, government wants everyone to be FILER even if they are not generating income. Government wants to know what exactly you are doing and how you are making money and purchasing properties, cars, travelling for vacations etc etc.
This system was implemented in TURKEY ( differentiation between filer and non filer ) and our government is following their policy. Which is not a bad one. We should be able to justify our income and expenditure.
All of us lash out at the government about taking loans and not doing enough to get more people into TAX BASE. On the other hand we blast the government if they try to bring more and more people into tax net. This is what i call double standards. We don't want to do our part but we want everyone else to be HAJI NAMAZI.
How is it possible if i have properties worth billions of RS and i am unable to tell the government how i got the money. All the government wants us to justify the purchases. It could be inheritance, remittance, income by business or could be anything. It is self declaration, whatever you tell the government , they will believe you. And randomly they can select your name in the audit list. Once the audit opens you have to provide documents about your declaration. ( If you show only remittances as your source of income , it is AUDIT FREE , means you will not be selected for the audit, but they can ask you for PRC as proof of remittances )
For overseas Pakistanis i explained in details about the procedure of remitting money into Pakistan and getting PRC or encashment certificate which could be used in your yearly income tax returns. Please look into POST # 83010 and i have answered questions in POST # 83048
Overseas Pakistanis should file their yearly returns to get maximum benefit out of their investments. And Please be very clear about one thing, the income you generate outside Pakistan is not taxable but income which you generate within Pakistan is subject to TAX. Overseas buy property in Pakistan as it is very very lucrative opportunity for them to make money. In PAST 15 years money spend on property have given returns of 2000% and some even more if you are smart and aggressive investor ( And listen to CMY for his recommendation :) Overseas don't buy property in Pakistan to HELP Pakistan, they do it for themselves. No one would invest in Pakistan property if it doesn't give good capital gains. This applies to me as well.
When we earn 100% on property in capital gains we should not be cowards by not paying our taxes.
Instead of complaining, you should be getting information about TAX returns, Hire a good consultant who will file the return on your behalf and will handle everything from tax notices to timely filing of your returns. Once you File your returns your name will automatically be updated in FBR Active Tax Payer List (ATL) which in turn will automatically be updated in all of your bank accounts and your online data in Pakistan.
Once in ATL list, you will not have to pay 0.6% WHT, your stamp duty will be half of what you pay now and property will be evaluated on DC rates which in turn will make for less payment of taxes. And any WHT on your property transaction is fully adjustable in your yearly tax returns.
Every where in the world you have to pay taxes and there are huge TAXES in US, UK, AUSTRALIA, or any where in the world, except GULF countries.
Pakistan is our HOME country and we all need to contribute. If you think NS government is corrupt please vote against him and vote for the one you think is better for Pakistan.

A very good and informative post. However there is trust deficit between awam and hukmaran. Because our prime minister has not been able to justify his income resources. Our finance minister has billions invested in Dubai. Our tax policy makers (Saif brothers) have tens of offshore companies to avoid tax. Maryam Nawaz fools system by declaring herself dependant of Nawaz. Nawaz fools by declaring himself living in mother house. If they want public to pay taxes they should set the examples and then ask others. Sirf kamzor pa hi zor chlta h FBR aur NAB ka. |

Excellent Post Salman A. I am living abroad from last 10 years and I bought some property last year. This year after this big hue and cry over non filer taxes I am thinking to be a tax filer. Your this post and previous ones are very helpful. I need a little more help from you. If you know any good tax lawyer, please do share with us. |

Please do not take this as some political POST. It is pro pakistani POST and not a political one. I know what NS is doing and i know what i am doing as well. HUKMARAAN perfect nahi hain but we have to admit that we are not perfect either. Arif sb. we also have all the options available to us to open off shore companies, buy properties in Dubai , no one will stop you in Pakistan. All i want to say is just like we pay our taxes in other parts of the world we should pay it in Pakistan as well. And we should use all legal means to save our taxes. But i request people not to take it as a political post. |

Apparently bad HUKMURAAN or such excuses are lame excuses...indeed lack of moral courage and fear to share wealth is the only reason to evade taxes and finding escape routes. such practices are not justifiable at all in interest of Pakistan...at least think of Pakistan defense which need tax money apart from government corrupt practices. Thanks Allah..atleast no one argue paying 2.5% Zakat..and IMHO government taxation is equally necessary for State. |

Salman sahib, I don,t think overseas Pakistanis are unwilling to pay taxes. But they should not be automatically grouped together with Tax Chors. It is the Government that has exempted Non resident Pakistanis from filing tax returns. I think they should make a separate category for Overseas Pakistanis for all transactions and definitely we should prove our source and trail of money. And then whatever tax they want to impose on us, we are ready. |

Please note that he is not the only lawyer. There are hundreds out there. Do your research talk to different consultants and if you feel comfortable with him, go ahead and hire him. To pay tax is not issue, when we see the use of tax by our politicians, it pains and hurts too much. Further for expats, there are special incentives in India on saving schemes. Here in middle east interest rate is very less. First thing that Indians do is that they take loan and sent to India. They deposit in the bank on special schemes designed for Indian expats and not only save the money but their interest on loan is also generated form the saving amount. For expats there should be separate system which should be conducive to send more foreign exchange. |

These might sound like lame excuses to some but definitely majority of people have these concerns and counter arguments. It is not necessary that I am an expat because I might be raising voice on these issues. Similarly it is not necessary that I don't pay taxes currently. In fact it could be other way around. Actually it hurts more when you earn less but still pay more taxes than all these rulers who earn lot more and pay tax in pennies. And salman sb with due respect it is not possible for every common person to open offshore companies in panama/vorgin islands. In most of cases this privalige is available to our rulers and tax policy makers who loot billions from here and can afford to hire tax evading consultants in panama etc. A common professor, engineer, small business person or a salaried person living on monthly salaries can't afford these. What he can afford is paying taxes in this country. |

I agree with Salman, to increase the Tax net is Good idea but Our officials are too Corrupt, people are afraid of declaring net worth of assets as privacy will be affected, Till Govt Controls Law and Order situation terrorism and curb corruption Direct taxation is better. People are even afraid of transferring money back from gulf to Pakistani Banks as information may not leak to criminals. |

A person giving or tax is being deducted at source mean from his salary ,he is working in private organization and about Rs 60000 is being deducted from his salary per month and he knows after retirement there is no pension scheme like Govt. servant .So pleas just give solution what the govt should do for him after his retirement ,he has been giving sizable amount in the form of tax per month. |
