DHA Bahawalpur installment plots,

Asking this question second time as no answer was given so far!

Dear LRE,

Can you please tell me whats the current own on DHA bahawalpur 10 Marla and 1 Kanal files?

Does the insallment plots price include development charges?

And whats the purchasing procedure? Some one told me that DHA does not allow transfer before payment of all dues, so purchasing is done on stamp papers and buyer pays the installments. Transfer takes place after installments are finished.
Is it true?
