Dear Afaq these steps
1. See Allotment paper ID Original and Completion certificate in case of House and then Do Nominal Token less than 50K and take Copies in exchange.
2, Goto LDA Office and and get verbal Information ask if File is OK they will goto record room open file and see that same Copies are there in File and after that there is No Owner, Objection, Court order or Loan paper , Then ask section officer that you want to Know any NOC for this property was recently issued or not, or it is needed. In case NO was issued few years back and No need of New NOC then Job is easier. On the Contrary if New NOC is Not issued then you cant have peace of mind
What is NOC? It is Letter by Four Depts of LDA, Land [Including Patwari of LDA], revenue, Town Planning and Finance. Head of all sings that paper. With Follow Up it is 3 months Process with some Nominal Kick Back. It is usually said that Before giving NOC "LDA noo wakha Pai Janda ay" NOC means that LDa Officers endorse that no irregularities were done by Past More Corrupt admin which might have even retired or in Jail.
3. If NOC is needed or you are insisting for it then you should Pay about 5 Lac to Make pakka Biana, and Give Time to seller for NOC.
4. After NOC Fill up papers called Transfer set with Formalities of Stamp CVT etc and deposit in LDA office . They will give you transfer date in one week time. At Time of Transfer Buyer and seller Comes and Photos are taken with transfer officer.
To Buy a House in LDA areas is so tedious that had that been smooth like DHA the Prices of Houses would be 2 Times of DHA. They enjoy Prime Location where as others are in corners.
where can be fraud, if NOC is Not taken the Chances of fraud are 5% , It is Quite Possible that some of vitals Papers of Dispute have been Taken away from file after paying bribe. the person who is giving you verbal information is giving wrong information as he have received 100K from Party, Then section heads and transfer officer are also bribed like 500K to weave the formality of NOC, In case You decide to go without NOC then ask was there OC in near Past line with in 3 years , In that case it could be OK.
In Last 10 years Corruption have decreased a lot in LDA Offices whole issue remains the history of Property in past.
