90% DHA 7 is Open for Construction, New Cuttings Mostly Lower and some new acquired land is still under developed and Possession will be in soon, The development in these cuttings started only 4 years Back when Park view Files were adjusted in DHA phase 7. If You Get a Chance to see Old and New Map of DHa 7 yo will realize.
Before Purchase you can ask about possession letter from owner, or he should show you notification where his plots is shown in possession. Usually Plots with Possession are 10 Lac Cheaper than Plots on same Location with possession, where Possession is not availble se to some litgation issue rates are about 30 Lac less and these Plots are better than files as these are relocated faster.
