In response to your question above, I will give you some information from my personal experience which i hope will be helpful. during the 12 months period between Jan-2017 and Jan-2018, I bought a total of four (4) plots of one Kanal each in Prism. Based on those four transactions, i can assure you that prices have declined significantly during the last 12 months and are much more reasonable compared to a year ago. Secondly, the latest of those plots which I bought around 20 Jan 2017 is C-637 which i bought at a cost of land 100.5 lacs (one crore fifty thousand). It is located in a clear land area with no litigation issue. Hence I am quite sure that with your budget of 1.1 crore, you can get an army update plot in a decent clean location considering (i) land cost around 1 crore, (ii) dev. charges around 3-5 lcas, and (iii) transfer cost around 6 lacs. Thirdly, and very importantly, brother please be very careful and don't buy any plot by just looking at the map of Prism while sitting in an air conditioned office of a real estate agent. since many roads and streets are being developed on site which can be reached, go and check the actual situation of land clearance and development on the site of a plot which you may be offered. If you can not go physically to the site, then at least watch a drone video of the block where the plot is to see if the land is clear where the plot is located or there are still fields lying there in the middle of development going on around it. Avoid those areas where land is not clear. There are significant un-clear land pockets in all blocks particularly C, D, H, N, P etc. so need to be careful to protect your hard earned money and investment. hope this point is clear. good luck with your investment.
