40 Billion (4000 Crore) = 4000 Appartments on 2000 Kanal Land
so construction cost of each Appartment will be 1 crore on average.
and that too on undeveloped Land...

Can some one write more details - if this whole budget is only for 4000 appartments or some thing else also included in this ?
