Don't understand when our authorities will grow up, if something is illegal just seal the office and put same add on a banner and place at the housing scheme.

Correct. The purpose of authorities' action (if any) in Pakistan is not correction, but to coercion to force the scheme owners to make a ;'Muk Mukka' under the table. Once interests are served, today's terrorists become tomorrow's mujahedeen.
