The Govt would really need to ensure that there are no counterfeited White Papers available in the market within few weeks or months after the real White Paper is issued. While trying to save Rupees one billion on the printing of stamp papers, the govt might end up losing many billions due to fake white papers. When NADRA started the computerized CNIC, it was claimed that going forward no one could issue an illegal or unauthorized / counterfeited CNIC in the country. A few months later the whole nation came to know that a good number of CNICs had already been issued to Afghan nationals for a sum ranging from 1 lac to 1.5 lacs per card. Therefore, everything is possible in Pakistan. |
