Revolutionizing Real Estate: The New 1% Stamp Duty Policy
The Punjab Government has recently issued a landmark notification that is set to transform the real estate sector in Pakistan. This new policy introduces a highly favorable tax structure specifically designed to facilitate property investors and middlemen. The core of this update is the introduction of a 1% transfer fee (Stamp Duty) that allows buyers to secure property rights without the immediate burden of heavy traditional taxes.
Under this new mechanism, a buyer can pay a 1% fee to the Punjab Government and hold the property for up to 12 months. During this period, the seller surrenders all legal rights, and the buyer becomes the recognized owner through a registered contract. This system effectively legalizes the "open file" or "transferable deed" concept. If the investor chooses to hold the property longer than a year, the fee increases to 2%, but it still exempts the holder from the full suite of FBR taxes and registry costs until the property is finally transferred to a permanent end-user.

This move by the Punjab Government acts as a "rocket launch" for market liquidity. Previously, high transaction costs—including registry fees, 'Intiqal' charges, and FBR gain/withholding taxes—often deterred short-term trading. With a flat 1% or 2% rate, investors can move capital more freely.
Furthermore, this system provides a secure legal shield. Since the document is registered with the provincial government, the original seller cannot back out of the deal once the payment is made. It also offers a layer of financial privacy, as these specific provincial transactions are handled differently than standard FBR-reported registries.
