There are 2 main points to be discussed.
1) Transfer of homes in Askari 10:
These houses cant be transfered rite now but there is a solution. You can transfer it to a relative who belongs to army and then further ask for power of attorney, you can take signs of the owner as well as his whole family on a stamp paper that states "I sold this house worth 90lacs to Mr.salman saleem and neither i or any1 from my family will claim anything abt this house in future as its completly sold on date 24th jan,2009.take the owners sign as well as his whole family's sign and finger prints with NIC copies.Trust me, they wont be able to cancel it or claim it back from u again.

2) Quality of construction is fine.The main things that need to be changed are the wood used in doors of these houses.You hardly have to spend 2 or 3 lacs more to make it perfect. The house is ok.Its my personal experience. Im living here on rent.

Now its prices are down coz of this problem, else in lahore cantt location, a 10 marla house is worth 1.5 carors. so buy it now and then when the houses are transferable, you will play in carors.trust me. You can see the example of Askari 9 but the problem with askari 9 is its location. so go for askari 10.

Now let me tell you abt its prices. Askari 10 is a very limited society with alot of demand in market.so the government is expanding the society by starting the construction of sector E and F. The prices of new integrated design starts from 90lacs. And plz dont expect these prices to fall.

Lets compare air avenue with askari 10.
1) askari 10 is fully secure (security is wat i preffer the most)
2) its fully developed area.full of residents.
3) markets,school,barber,parlour,local transport,and everything you need.
4) these houses are bigger than houses in air avenue. Rooms of houses in air avenue are sooooo small. I cant even think of living in those houses. The guest rooms of askari 10 are even bigger than the master beds of houses in air avenue.
5) Location and future value of askari 10 is wat that actually counts.Now buying houses in askari 10 is wat i would call a perfect investment right now. Defence is a huge place.If you buy invest in limited society, that has alot of demand, you will see your property value go up.Now is the right time. Leave defence,Go for askari 10 yar and play in carors in future.
