I think 'Co-operative' housing schemes like Wapda town, NFC, UET, Nespak, Statelife (cooperative housing societies) are free from this habit. Cooperative housing societies are working 'no loss no profit'.

There is another bad habit of Bahria Town throwing one Phase to another Phase. They offered Phase-9 effectees to deposit 7 installments and get plot in Phase-8 in the block of A, B, C & D on first come first serve basis. But they did not honour their commitment and accommodated in bad and worst 'P' block. None of any applicant got his plot in A, B, C and D. If Bahria is doing honestly and fairly, ask them to deploy list of all applicants on their website.
