I got same info from many good friends. I shared some info here for changing of location of Z block plots. That change was mainly needed for Ring road outer ring.
DHA would not like to see heavy ring traffic going in the middle of it and also wanted to have DHA inside the ring road so this change was made. Part of ring road from Airport to Ferozpur road will be still made on Khairey distributory but this inner ring road part wont be 270 feet wide like rest of ring road. Most likely it will be 120 or 150 feet wide. This inner loop will have only light vehicles traffic. Outer ring road part will be 270 feet and now runs on Berki road that inside of BRB and DHA 7 than inside of Hudaira drain and DHA 9-10. This part will carry all heavy traffic.
