Can somebody update the status of Khayaban-e-Amin. When is it going to develop and what is the current Rate?

Last time i visited Kheban-e-Amin, the office told be bulletin is in Oct-2009. Current price is for the file. This is already been developed, but expected that sahir estate will take some money for possession and bulletin. T.I.P (in front of khaben-e-amin) rate is around 17 with possessioned plot.
