the development work has not started there but we have paid the development charges

DHA Lahore phase 5 plots have possession now. N block of DHA Lahore phase 6 will have possession any time in next 3 months.
DHA Lahore phase 7 Z block will not see development work starting soon. |

NO development in Z block means DHA may RELOCATE this block as previously planned and discussed in various e mails
This is ofcourse a good news for plot owners
