I called DHAI and the person on the line told me the following procedure for someone who is overseas:
1. Two passport photos.
2. A copy of ID/NICOP
3. A filled out "Next of Kin" form (he said this is available in the DHA office)
4. Rs. 27,000 as membership fees
5. The original certificate
After this they will issue the Allotment Letter and development charges (6 lak) will become due which will be payable in installments.
