No construction in commoners block. Rates vary, it depends on location, what seller demands and what buyer wants to pay :). I have 1 kanal in DD block, its corner and few years back i was offered 40 lacs and we recently checked and got an offer 28 lacs :). BB block may be in 40 lacs as its first block once you enter from gate (on your left hand side). Again I am not an expert, I am telling you what I have seen and experienced. One more interesting thing, when I bought, all development charges were paid and DHA recently slapped 200,000 rupees of additional development charges which i had to pay to keep the plot. When I bought mine two 40' roads were touching my plot, now DHA changed the map and one side is "gali" (DHA claims its 20' road) and 40' road on other :) miracles of DHA Islamabad.
