The correct procedure is below:
step-1) The transfer of the above said file or plot is started without you paying the seller any money, so donot pay him any money before the transfer.
step-2)
First you go along with the seller to the Bahria office in lahore to confirm if the file of the above file or plot is geniene and original and the file is on sellers name.
step-3)
Once the Bahria office confirms the file is original then you get the surcharge print out from the Bahria office of the said file or plot, This surcharge sheet will contain all the record of the said file/plot. On this surcharge sheet you will see how many installments are due and how many of those installments are actually paid by the seller. Then asks the Bahria town office staff that you want to apply for NDC (which means that Bahria has no objection for the transfer of the file or plot on your name.

After recieving NDC and surcharge sheet you can think of making bussines with the seller. These two documents are very important (NDC and surcharge sheet)
Once you have NDC and surcharge sheet now you pay the installmants to the seller, which the seller has already paid to Bahria and which are shown on the surcharge print out. If one installment is paid by the seller so you pay the seller one installment and some profit, let say 5000 rupee.
step-5)
Before paying the money the to the seller you ask the Bahria office staff to start the process to transfer and register the file/plot on your name. Once the Bahria office staff give you go ahead that they have started the process of transfering the file or plot on your name, then you pay The Bahria office the amount of 12000 rupee to transfer the file/plot on your name, and at the same time pay the seller his installment money.
step-6)
Bahria will require your photo copy of NIC(national id card) and sellers NIC, and two passport size photos from you and the seller. and Bahria office will get your finger prints and will tranfer the file/plot on your name. You will sign atleast at three places on the file.
Step-7)
Now Bahria will give you new documents on the same day which will show that the file is on your name.
Be happy now as the file is on yourname.
