Please let me know how can I open a company for Telecom Services (only). What is the method of registration and how much money will be required

One of my friend got services from "Friends Law Associate" to register a Private Limited of pay fone Company. Feasiblity and tax cases are also with them.
I do not have complete address but know the location that firm is in new Anarkali Lahore. I have numbers number of individuals, if not changed.
