Safwan Khan Sahib, yes it include dev charges except Elect, Gas connections and Msjid. Same is mentioned on reverse of the application form

Phase-8 extension sale twice time one time namely phase-9 & other time now name Phase - 8 extension.Peoples made polish every time.
