Should I buy plot in Jubilee or Eden Meadows,

Asalam-o-Alaikum

Experts i'll be thankful if you get me out of the confusion. I want to buy at least 7 marla plot in Lahore. Now i have decided two schemes to chose from for the plot. One is the Jubilee town D-block and second is the Eden Meadows.

I want to buy plot in Jubilee town because:
1-The price is 10 to 11 Lakh that i can manage to pay and get a plot of my required size.
2-I can build my house any time after buying it.
3-Currently my office is in Johah Town, It's near to it.

I do not want to buy plot there because:
1-There is no population and i am not sure how many years it'll take to get populated
2-Currently my office is near to it, but every person switch job and most of the software companies are in Model town, jail road and ferozepur road, so in that case, the office shall be far away from my home so travelling shall be increased.

I want to buy plot in Eden Meadows because:
1- It's 12KM from Kalma chowk and i can move easily to any location from eden meadows like Jail Road, Ferozpur Road or any other place because travelling shall be reduced
2- Most of software companies are on this side, so my distance from office shall be reduced if i switch my company
3- The scheme shall be more beautiful and secure than Jubilee town.

I do not want to buy in Eden Meadows because:
1- It is expensive costing me more than 1800000 in 4 Years
2- Possession shall be available after 3 and a half-years. I am not sure about it that Eden people shall meet their promise.
3- It might be that it is not well populated after i get possession of the plot and so could not build house even after 4-years

Please advice
