Sale of Plot 10 marla in Green of Paragon,

My friend plz confirm from their office first whether transfer is open or close in this block at the moment. A clash is going on between the file owners and Paragon owners since they have issued heavy fines on the late installments. People are not paying the installments because they are not completing the development work in this block.

I have a 5 Marla file, half installments paid (3.5 Lac). Now they have sent me a letter in which its mentioned that you have to pay 4 Lacs as fine and 3.5 lacs remaining installments. Paragon's market image is so down due to these issues nowadays.!

it is free from any dispute of payment, clear plot, instalment paid upto 700,000. i got fresh statment already, actually they transfered my plot from Wood block to Green Block, i want to sell it and buy in Imperial block 10 marla.

I also have plot in Orchid block 10 Marla near Grammer School. now what is the way to move infront as i need to build a house. I have paid 80 % of the total already.
