Secondly how overseas can apply for this ???

needs clarification Does it mean that old Location near Sooe Asil has been wiped off,
this New Location lokks more better but The Lactaion map is not clear, I think Ferozepur Road and Ring road dont go parallel as shown here.

Yes old location is not good any more. Old applications will be given chance in ballot of new location.
