1. For E-16/17 cabinet division society, is the transfer done by the CDA or at the society office?
2. If i want to buy plot on my wife name, does she needs to be present at the time of transfer or can i do it on her behalf?
3. Can i buy plot on my child's name (about 1 year old)?

1- Transfer done by CDECHS office at thier own, there office in situated Blue Area Islamabad. No role of CDA in transfer.
2-Her presence is mandatory otherwise she can give u attorney on her behalf duly endorsed by Magistrate/ Registrar Islamabad or High Commission of Pakistan in case your wife is living abroad.

Purchase can be done on ur wife name without her presance but at the time of sale NO.
If you can get National id card on ur 1 year old name and he can read the terms and sign after understanding, I dont think anyone will have any objection.
