I'm planning to buy a plot in State-life Ph-II mainly for investment point of view. Please suggest is it a good move.

Not a good move You have too much uncertainties in that. why not to get more sure thing.
This is usual in stock exchange boom that some paper "companies" emerge and when boom is gone these are worthless papers.
Go for more sure on ground thing no matter small.
