My question is what is the best way to trasfer money legally outside pakistan to middle east. The amount is in the range to 15lakhs.

open a AED (Dirham) account both in Pakistan and UAE.. convert ur PKR into AED in Pakistan open market .. put in pakistan AED account and tranfer to UAE AED account |

Another option, though not always practicable, is carry yourself or have a friend carry up to the equivalent of US$ 10,000 with themselves when travelling. That is the legal limit. |
