Can anybody quote any rental laws or bylaws to the effect of following statement if there exists any such thing as the rental laws. I understand that this issue has been discussed by many in last few days. But there has been no authentic answer with any reference. Only individual opinions which may be different from landlord to landlord and from tenant to tenant. Many people say landlord should paint every 3 years. It seems there is some legal base of that claim and duration but where is the reference to show the same to landlord.

Tenant, please maintain good relation with your landlord instead of becoming a typical uneducated tenant. If you prove yourself to be a good tenent, I assure, you will not face any such problems as you are now discussing time and again. My advise is to resolve and stay with peace otherwise find an alternative place for renting. Let me tell you there is no such law for which you are searching. Wish you best of luck |

With the amount of time and energy you are wasting posting such questions here, you could instead just buy couple of buckets of distemper and paint the house yourself. It is not very costly and will do you good.
It is only wise to spend time on something according to its worth. |

Dear JS: This matter cannot be at the time of agreement because usually the agreement for only 11months and we can not settle an issue which doesnt fall in the duration of agreement
Dear Lawyer: U r right that one should maintain gud relation with the landlord but my relation with landlord are excellent.It is because of money matter that landlord doesnt want to change his position.Can u quote any law in favour of tenant of landlord.
Dear Shareef:To paint my house, it is not the question of 2 buckets of distemper.The estimated amount is 50,000Rs.any matter resolved amicably but if matter is not going to resolve then how to resolve the matter.I mean we need some justification by law, norms, or whatever is going on in the society nowdays. |

I don't know of any Pakistani laws in this respect. Responsibility of painting should be defined in the rental agreement. Since you did not include the painting clause in your agreement you will have to negotiate it now with your landlord. Usually negotiations are successful when both parties are willing to give up something, so may be a 50-50 cost sharing basis will work for you and your landlord.
In countries with well defined laws it is the landlord's responsibility. If international references can help you in negotiating with your landlord you might want to check the following links:

This site clearly mentions: "Painting the walls is the landlord's responsibility. And if something is wrong with the wall, the landlord should fix it. The landlord must pay to paint the inside and the outside of the house."

Go to page number 60 in this pdf document. Basically it says that after 3 years of previous painting the landlord bears 100% cost of painting, but if painting becomes necessary before 3 years than the tenant would share the cost based on the amount of time passed since last painting. So if 1 year is left for completing the 3 year period then the tenant will pay one third of the cost, if 1.5 years are left then tenant will pay half the cost etc. |

Even if your rental contract is of 11 months it should still have a clause saying something like: "Upon completion of three years since last painting of the house the landlord shall repaint the house". |
