If a person has 4 kanal agri land he give this land to DHA free of cost and also agree to pay development charges in return of 1 kanal developed plot in same DHA phase of where his land belonged to. DHA get registry of land & land possession. After 3 4 months of legal work checks and land transfer completion etc DHA ask the land owners to let them know who this one kanal plot will be allotted to in future when ballot is held. Land owner can keep the 1 kanal plot in his own name or he could choose to give this right on 1 kanal plot to his other relative or any seller via an AFFIDAVIT on stamp papers. First transfer or allocation of this plot to any person is done by this AFFIDAVIT so its called an affidavit file. Affidavit is made to DHA Lahore office to request that please allot my plot to this new person and to allow DHA office to directly issue a new buyer an allocation letter for the 4 kanal land given to DHA free of cost.
An allocation letter is a promise from DHA Lahore office that you will get a plot of one kanal in same phase where land belongs to after paying of development charges and for the 4 kanal agri land given to DHA free of cost. After enough land is handed over to or taken over by DHA Lahore they do a computerized ballot to give you plot number against your allocation file no and same time allot a plot to military staff and both of you start paying development charges.( Keep in mind for 4 kanal land you get one plot and military person gets one plot and left over 2 kanal land is used for mosques commercials parks grave yards grid stations etc). After few installments are collected than DHA Lahore starts development of your plot with the money they get from you in installments as development charges.
Once you pay all due development charges etc you get a final letter called an ALLOTMENT LETTER of you allocation letter.
In DHA phase 9 no land means no allocation files. You get 1 kanal allocation files only after DHA gets 4 kanal land. DHA is boubd by law to give you one kanel developed land or return you 4 kanal same land.

DHA 9 current rates for one kanal is 26.10 lacs including development charges(You pay only 15.10 lacs now Development charges will be paid in installments of 3 to 5 years. ).
