I am thinking about selling my plot which is close to-->S-938 in phase 8 DHA Lahore <---. What is the best price I can get? I have already paid 5 development charges and there are 6 remaining. Does the buyer or seller pays the remaining 6 development charges?

S938 is worth Rs 38 if cash plot
S938 is worth Rs -5 lacs loss on paid amount if installemnt plot.
