Will you please define difference between DHA Phase 9 and DHA Town?

DHA town is first 4 blocks of DHA phase 9 Lahore. DHA phase 9 block A B C D are called DHA town. DHA town Lahore almost all plots have been allotted to Shuhda and are under development for possession in Dec of 2011. I am told there are new block next to DHA town in DHA 9 where these 5 marla and 10 marla plot on installments will be allotted.
Latter on DHA Lahore may rename entire DHA 9 as DHA town or they may name civil alloted areas as DHA 9 and military allotted blocks as DHA town Lahore.
Both are one and same thing that are project of proper DHA Lahore but have different names.
