There time of Ballot is not known. Most Probably before hand over of all phase but not necessary.
Development charges are usually same as that of Phase Like for Phase 7 it was 9 lac and Phase 8 it was 10 lac, But if allocation of Plots are made at very late time then new development charges as per inflation are applicable, example is phase 6 where old development charge were 6 Lac but new Files had to pay 9 Lac.
Tranafer can be made in 1 days if You pay urgent fees without that one week, Most of time is lost in getting File and seller at Correct price and to lock the deal, A good dealer Like CMY can help you for this. A Bad dealer may not be able to Lock deal even in month.
These Files come in Market when some owner of lands in the pocket sell Land to DHA,
Usual Location of These Plots are not very Good but occasionally can be Good as well. If You see the the interrupted parts of of DHA 8 maps then plots May be somewhere there. In case of DHA7 most of Such Locations were Near BRB Canal and Pengali Village [Both are Considered bad Locations] There is not necessarily any ballot for it rather DHA sometimes revises Map and you are issued intimation letters, In some case like in DHA 5 people had to wait for very long time and Files were not changed in the Plots.
Usually Price of these Files Plus development charges is equal to bad Location plots,
Choice is Yours Either to go for bad Location plot today or get a Bad Location Plots after many years, in second case there are some 20% Chances that Plot will be average or Good Location.
