I ran into a Wapda person in E-11. He informed me that there are 8 to 10 homes who have been granted electric connections in D-12. I knew of one house for sure, since he is my neighbor, but didn't know about more were granted already. Wapda is also accepting applications. I too did apply two days ago and they told me it would be a 'couple' of weeks to get connection. Development is still slow, perhaps due to Ramzan. Around 40 homes are under construction.
