In DHA Lahore, can we transfer a plot in two names eg like in joint names of Husband and wife? Or (if not) what is the procedure that one cannot sale a DHA plot without the permission of other?

DHA Lahore allow two or more person to hold one property. Each additional person must pay his membership fee of Rs 23000 in addition to regular fees paid for transfer. All additional persons must be added at time of transfer. To add more person latter a new transfer must be done.
All persons named on property must agree to sell property and they all must arrive in DHA office at time of sale transfer of this property.
