I need your guidance and advice regarding purchase of plot (30x60) in Roshan Pakistan (E-16) Islamabad. Is it safe to spend money in this housing scheme.

yes it is safe and future is bright as it is CDA approved scheme..
but while buying plot go for the streets which are under the influence of the society..
avoid plots which are under the adverse possession of villagers or other entities.

but it will take time for that place to get propely developed and populated.

RP is safe and approved scheme. I will not recommend u to invest, Consider 35*70 or 30*60 with possession plot in CDECHS E-16 or E-17.
