I am re-post me earlier add in which I requested if we assume that DHA-9 in going to get announced / balloted in day or so:
Guess
1. What will be the price of 1K plot
2. What will be the development charges:h
This question in an exercise to evaluate the correct value of IK allocation files as on today.
You are also requested to price with your full conscious and whole heartedly feeling and not be biased.
Mr. Malik Tariq and Mr.WAK have responded but I would like to have few more members to participate and give their estimated price. It will help to explore this debate further.

Starting price of plot the next week of ballot = 43-45 Lacs (average loc)
Development charges = Approx 15 lacs
Max File price before ballot 38-39 Lacs.
In terms of time value of money selling a file just before ballot has better ROI unless you have planned it for a long term.

Price before ballot - 35 lakhs
Plot price - 45 to 55 lakhs
Development charges - 12 lakhs
Time frame of balloting: 4 to 6 years
