I refer to advertisement dated 29/4/2012 published in The News whereby DHA ,Lahore has yet again unfairly increased Non-Construction Penalty. The reason given by DHA for the increase is that it has to spend millions of Rupees on maintenance and cleanliness of vacant plots. This is exaggeration. The increased yearly penalty for Non- Construction of 8 Marla plot is Rs. 200,000. I am sure the owner can make arrangement for cleanliness of his vacant plot in much less cost than Rs. 200,000 per annum. It is not clear what maintenance cost DHA is incurring on vacant plots. I am an overseas Pakistani who worked abroad many years and own a plot in DHA, Lahore. I do not have enough funds to build a house on my vacant plot. There are thousands overseas Pakistani like me who invested hard earned foreign exchange in DHA. Similarly there are thousands resident Pakistani who invested their hard earned money and own vacant plots in DHA, Lahore. They must have genuine reasons for not constructing house on their plots . Therefore, I request DHA Management to withdraw this unjustified increase of Non- Construction Penalty. nas replied on Monday, April 30, 2012 08:37 AM

Dear Ejaz Ahmad, It is said little knowledge is dangerous. When you present facts, provide full information. I checked The NEWS and could not find the advertiesment. Then I went on Jang 29/4/12 and found the add. Add is for Phase I to IV and Rs. 200,000.00 in for 8 marla Commercial plot. |

I m in the favour of such penalties. If you are not in a position to build an object, give it free for others. Sell it and buy the newly developed plots. It makes no sense to hold a place unnecessarily. |

Dear Mr.Ch. The advertisement did appear in The News dated 29/4/2012 on page 4. Yes the increase is for phase 1 to 4 and Rs.200,000 annual Non-Construction Penalty is for 8 Marla Commercial Plots. I don't know if there are 8 Marla Residential plots in phase 1 to 4. I believe the Increase in Non - Construction Penalty is not justified, even if it is for phase 1 to 4 . |

I think it is justfied, your plot price has increased because other people have constructed their properties and residents feel insecure if they r living next to vacant land. I think u should sell it and buy in some other phase, so u can buy some time to build whatever u want at your convenience and let someone build this commercial plots for the neighborhood. |

Dear Mr. Tariq Latif, I do not own a commercial plot. Did I write that I own a commercial plot. I own a residential plot . Your other comment regarding increase of price may not correct in all cases because it depends when an owner bought a plot. If an owner bought a plot 4 years back when dollar/rupee parity was about Rs 60 then really the owner has not made any profit if he converted his foreign exchange in Pak Rupee and bought a residential plot in phases 1 to 4 |
