A puzzling question about DHAI. Can someone make it simple?,

We visited DHAI recently and here is our story.

Asked the site office (DHA-2 Commoners Town) about the trip to DHA Homes and for other info. Was told that there are 900 homes to be handed over in the 1st half of 2013. Total members who paid full installments are 825 and there will be a draw, once again, but category will not be changed. Visited the site but an interesting thing happened during the visit:

The driver was new and forgot his way back. We cruised around almost the whole extension area. We failed to see any single construction vehicle and no development activity at all. I mean at all?
Visited the DHA property dealing office in DHA-1 and were told that there will be 600 DHA Homes ready by 2013 and not 900? Asked to meet the top man in DHA support office and here we got another shock!!!

Q: Sir, How many homes under completion?
500 (Again controversy in the answer)
Q: Sir, what is the tentative date of Home completion?
Do not know exactly but may be 2-3 years
Q: And what about the rest of them?
6 years or more!
Q: Why DHAI is failing to deliver in time?
DHA is not only the one doing this. Taj Company has also done that and that was equally good reputed company (Remember this is from the Manager in DHA support Office).
Q: This means that we have lost our money?
May be Yes may be No!

We visited DHA Record office (Near Jungle restuarant) after that conversation and asked for our file to see the receipts for the drafts, we have been sending from abroad and another shock!!
Clerk Badsha#1: You need to apply for the receipts and have to wait for 6 to 9 months for the processing of your request?
Clerk Badsha#2: (Same office): We cannot give you all of them as some are missing. You have to bring proofs for the missing receipts.
Q: Why?
That is how we function in DHAI, our procedures, Sir!.
Clerk Badsha#3: (Same office). Sir, Come tomorrow and we will arrange your file. We visited again and 5 receipts were missing.
Q: What is next? What if we lost our record?
We cannot help you in this regards Sir. YOU have to bring proof that we actually received the instalments from you. Go to the bank, where you paid to us or find the missing copies of your drafts!

Now My Questions:

--DHI is actually discouraging customers? Why?????
--Is Bahria Town bribing DHAI office boys (Remember Manager in support Office included) to discourage DHA members so that BT could get mileage out of it?
-- Do the DHA Officials want the customers to sell their units on a very low price so that they could have some selling/buying activity in that area and get members restart paying their instalments?
**My friend also received the same funny dealing from the Record Office**
