The following is answer to a query from CDA by email about I-15 sector. CDA, in August 2005 had launched Sector I-15. The project of infrastructure development was awarded to M/s. Al-Khan Construction Company after competitive bidding in March 2006 on turnkey basis. The contract of M/s. Al-Khan was terminated in April 2007 as contractor failed to achieve any progress at site. CDA also invited International firms for presentation on construction of 8000 flats on modern technique of tunnel form technology and in result of these presentations, 03 firms were selected. After long negotiation and detailed discussions the proposal was shelved as the estimated cost of construction of flats with the technology was found to be more than 200% price offered to allottees. Now due to economic difficulties, lack of required funds and to pass minimum current cost of construction to allottees, in consultation with Government of Pakistan, it was decided to invite private sector through International Competitive Bidding to develop sector I-15 including construction of flats on Design Build and Finance Basis. In February 2010 the only bid received from M/s. China National Machinery & Equipment Import & Export Corporation (M/s. CMEC) was opened and scrutinized by the nominated bid evaluation committee. The bid received was on richer specifications and accordingly it was rejected. M/s. CMEC was also requested to rationalize their rate as per local environment. It is envisaged that after start of work on site, it would take 3 years thereafter to completed the flats. Meanwhile major road linking Sector I-14 & I-16 has been constructed. The road around the commercial area of sector also stands completed. Further the bridge works of this major road is also being undertaken. A bridge and approach road is under construction in Sector I-15 to provide a direct link to Sector I-16 through Sector I-15 which is expected to be completed by March 2012. Regards CDA |
