nice dream.
i was a kid when there was a news that islamabad-rawalpindi is going to have a rail network. now i have kids and news is just repeated after three decades.
those who r living in islamabad since 1980s, they must agree with me that kashmir highway is under continuous development since 1980s.

so cda is committed to protecting 'green belts'; thats why 7th and 9th avenues were developed by deleting huge green belts and sports grounds.

developing c13,c14, c15, c16 what a wish list. what happend to i-14, i-15, i-16, e-12, g-12, g-14 development?????? how long it took to develop d-12????

you are absolutely right CDA must have to settle and develop in-hand sectors before they start to announce the launching new sectors. As you said it is just a wishful dream and nothing else.

see number of people living in other cities who can benefit from rail network .... e.g lahore and karachi..... starting rail projects from mega cities would have immediate benefits
