In my last vst 2 weeks back i saw Kanal Road and Bahria Much more populated my last visit to Bahria was 4 years back.
I got these rate from the dealer and he also showed us 3 plots in this that areas was walking less than on KM distance from Main commercial, I guess it was jasmine Block but was 80 feet road. Plots were leveled,
The other option was overseas B 194 to 230 range. we were not interested in that.

Yes Bahria has already imposed these no construction penalty, this is reason for many plots in resale market. Intentionally that dealer was reluctant to tell us the fact about that but later he confirmed that after 3 three years from first possession that rate rate is due.
Before that there is also some penalty but lesser.
Mostly of Kanal plots in Sector B were near 60 Lac as possession is available for than 5 ys there, it is not clear who pays Penalty seller or buyer?
I am sorry this neat and honest information is in conflict with some Bharia investors.

This is not something that no one has ever heard before, everyone here is very much familiar of the fact that Bahria imposes a No construction penalty, when you buy a plot, the seller is responsible to clear all the dues upto the date of his agreement with the buyer, once you buy a plot & you dont apply for possession, you will be charged with the penalty of Rs 500/month until you get the possession. And if you apply for possession then their will be no penalty for 3 years, after 3 years a monthly penalty of rs 2500 will be imposed. So dont go for the possession if you are not willing to construct your house on it.

One thing you missing to tell here that if you don't take possession, Bahria can change the location of your plot any time, so it's better you don't take the risk and apply for possession. Once you have got possession, it's safe at least for that point of view.

Forgot to mention, I have seen Bahria adds/ Final Notices in the past and it does say that if you don't pay the dues or take Posession until that day, your plots will be cancelled so they can do anything.

This is not "Non-Construction Penalty", it is maintenance charges 500/month before construction, nothing during three years after possession and 2500/month when you start construction.This will remain even after you build your house even. This money includes water supply bill, security,garbage disposal and general maintenance for the society.

Non-construction charges are some thing different, you purchased a plot and kept for long without applying for possession may fall under this penalty clause. This may be applicable for fully developed and ready for construction area in between built up houses. The question is, how long is the duration one can hold his plot without penalty?

Guys just so you all know that I just became a victim of this so called "Non Construction Penalty".
I sold my plot 10marla in blcok C, I had it for just over 3 years. They really dont tell truth over the phone unless you goto their office with the documents. They charged me Rs:17,000 per month :-( THATS TRUE
I am delighted that I got rid of it. Thank GOD!

I think I owe you the info so thought why not share it with you all.
